In the first 7 months of the year, the socio-economic, national defense and security situation of Dien Bien Dong district achieved many outstanding results: Food output was estimated at 34,256 tons (over 100% of the plan); budget revenue in the area reached 17.9 billion VND (95.21% of the estimate); industrial production value (at current prices) reached 233.36 billion VND, an increase of 97.71 billion VND over the same period last year. Social security policies, policies for people with meritorious services, the poor, and social protection beneficiaries were promptly implemented. In 2 years (2022, 2023), the total public investment capital plan of the district is more than 389.3 billion VND, investing in 47 works and projects; disbursement reached 219 billion VND, reaching 56.25%. For the 3 national target programs, the total capital plan assigned in 2022 and 2023 is more than 119.3 billion VND; disbursement has reached 17.82%. Since the beginning of the year, investors have measured and registered 4,799 hectares, and newly planted 529 hectares of macadamia trees. Accumulated to the end of July 2023, 12,803 hectares have been measured and registered, 989 hectares have been planted, and 2 cooperatives and 1 cooperative group have been established to grow macadamia trees.
Dien Bien Dong District proposed that the Provincial People's Committee pay attention to and direct the allocation of investment capital to build the embankment to protect the project of moving Tia Dinh village to Chua Ta village, Tia Dinh commune, with a total investment of 80 billion VND. For macadamia planting projects, direct investors to urgently implement the area associated with the people through cooperative models, cooperative groups, in sync with the macadamia planting area that the State leases land to investors. Allow the reduction of the area of land survey and certification for land use rights for forested forest land from more than 7,777ha to more than 4,176ha; forested land without forest is reduced from more than 45,712ha to 28,146ha. Chairman of the People's Committee Le Thanh Do suggested that Dien Bien Dong district continue to mobilize and integrate resources to restructure agricultural, forestry and fishery production; proactively implement capital sources of national target programs, focusing on implementing joint projects. Focus on flexibly using capital sources for new rural construction to pilot the construction of community tourism village models; reorganize production for OCOP products. For macadamia projects, increase support for investors in terms of land. Focus more drastically on land allocation, forest allocation, and issuance of land use right certificates. Speed up the disbursement of public investment capital; in which, focus on procedural documents, remove obstacles in compensation, site clearance, land origin, and strictly manage construction quality; do a good job of propaganda and mobilization to gain people's consensus and support. Strengthen state management in planning, land, and mineral resources; review all new rural planning of communes. Promote administrative procedure reform, improve the quality of civil servants and public employees; improve the investment and business environment to attract investment.
