Chairman of the Provincial People's Committee Le Thanh Do concluded the contents.

The Department of Natural Resources and Environment presented the meeting with the List of projects requiring land recovery and projects using rice-growing land and protective forest land for other purposes in 2025 in Dien Bien province. The projects requiring land recovery include 2 projects with a total land use demand of 0.79 hectares; adjusting 4 projects (approved by the Provincial People's Council but with changes in area and name) with a total area of ​​21.45 hectares; adjusting the purpose of changing the land use of 3 rice-growing projects (approved by the Provincial People's Council but with changes in area and name) with a total land use demand of 2.53 hectares of rice-growing land. At the same time, it is proposed to cancel 38 works and projects with an area of ​​1,241.51 hectares that have been approved by the Provincial People's Council, approving land recovery but have not been implemented after 2 years.

Concluding this content, Chairman of the Provincial People's Committee Le Thanh Do requested the District People's Committees to urgently review the entire list of projects requiring land recovery and projects using rice fields and protective forest land for other purposes during the period, no later than November 15 to send to the Department of Natural Resources and Environment. The Department of Natural Resources and Environment will synthesize and send to the Provincial People's Committee no later than November 18. In addition, the District People's Committees need to pay special attention to resolving outstanding issues related to land and be more thorough in making annual land use plans.

The leaders of the Department of Natural Resources and Environment reported on the list of projects requiring land acquisition.

The Provincial People's Committee submitted a report to the Provincial People's Council to issue a Resolution on the allocation of civil servant positions in the People's Council and People's Committee agencies at the provincial and district levels in 2025. Participating in the content of the report, delegates from Tua Chua district and Muong Lay town expressed concerns that streamlining the staff would affect the implementation of political tasks.

The Chairman of the Provincial People's Committee basically agreed with the content of the submission, adjusting the content to reduce 1 more staff of the agricultural sector and maintain the staff of the Provincial People's Committee Office. Requesting the Department of Home Affairs to complete the submission to submit to the Provincial People's Committee on November 15.

At the meeting, delegates basically agreed on the draft contents on: Regulations on content, support levels, and list of specific products applying good agricultural practices in agriculture, forestry and fisheries in Dien Bien province; amendments and supplements to a number of articles of the regulations on expenditure levels for training and fostering of cadres, civil servants and public employees in Dien Bien province; approval of the total number of employees receiving salaries from the state budget in public service units from ensuring a part of regular expenses; public service units with regular expenses guaranteed by the state budget and mass organizations assigned by the Party and the State in Dien Bien province in 2025; resolution on assigning the number of commune-level cadres, civil servants and part-time workers at the commune level in 2025.

Leaders of the Provincial People's Committee Office gave opinions on the content of staffing allocation in the People's Council and People's Committee agencies at the provincial and district levels in 2025.

In addition to the contents discussed directly at the meeting, there are 8 contents related to the projects and reports of the Provincial People's Committee submitted to the Provincial People's Council. The Provincial People's Committee sent a ballot to collect opinions of the members of the Provincial People's Committee, to be completed no later than November 18.
