On the afternoon of June 20, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue received Chief Justice of the Supreme Court of the Russian Federation Lebedev Vyacheslav Mikhailovich.
The National Assembly Chairman welcomed and highly appreciated the significance of Chief Justice Lebedev Vyacheslav Mikhailovich's visit and work in Vietnam this time, which took place on the occasion of Vietnam and the Russian Federation celebrating the 10th anniversary of the establishment of the Comprehensive Strategic Partnership.
The National Assembly Chairman affirmed that Vietnam always considers strengthening and expanding relations with the Russian Federation one of the top priorities in its foreign policy. Vietnam always remembers the great, righteous and wholehearted assistance of the former Soviet Union, later the Russian Federation and other countries in the past struggle for national liberation as well as in the current cause of national construction.
Congratulating the Chief Justice of the Supreme Court of the Russian Federation LV Mikhailovich and the Chief Justice of the Supreme People's Court Nguyen Hoa Binh on the successful talks, the National Assembly Chairman affirmed that the Vietnamese National Assembly supports the comprehensive and extensive cooperation between the two countries' judiciary sectors in general and the Supreme People's Court of Vietnam and the Supreme Court of the Russian Federation in particular; believing that from the results of the talks, there will be important and useful cooperation between the two sides in the coming time.
The National Assembly Chairman expressed his delight at the fact that despite the Covid-19 pandemic, the exchange of high-level delegations between the two sides has been maintained and promoted. In particular, the National Assembly is actively preparing to welcome Chairman of the Russian State Duma Vyacheslav Volodin to pay an official visit to Vietnam.
The National Assembly Chairman shared that the 13th Party Central Committee has issued a Resolution on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period, including many contents related to improving the efficiency of the court system.
In that process, the support, cooperation and sharing of valuable experiences in law and justice of the Russian Federation in general and the Supreme Court of the Russian Federation in particular are of great significance.
Chief Justice Lebedev Vyacheslav Mikhailovich thanked National Assembly Chairman Vuong Dinh Hue for taking the time to meet him and said that in the Russian Federation, the Supreme Court is the legislative initiative subject, with the authority to submit draft laws to the National Assembly like the President, MPs and the Federal Government. The Supreme Court of the Russian Federation has submitted draft laws to the National Assembly 187 times, of which 108 drafts have become laws (about 58%).
In addition, according to the law of the Russian Federation, when the National Assembly considers draft amendments and supplements to certain draft laws, it is required to have the opinion of the Supreme Court of the Russian Federation. In addition to legislative work, the Supreme Court of the Russian Federation also has many other forms of coordination with the two Houses (the Federation Council and the State Duma), especially in perfecting the legal system, applying the law, amending and supplementing the activities of the courts, etc.
Along with close cooperation with the Federal Assembly of the Russian Federation, one of the main activities of the Supreme Court of the Russian Federation is to synthesize the practice of law application, analyze and summarize trial practice... published in the magazines of the Government, the Supreme Court...
Chief Justice Lebedev Vyacheslav Mikhailovich expressed his belief that this visit will contribute to expanding cooperation with the Supreme People's Court of Vietnam; the exchange of high-ranking and all-level delegations will continue to be promoted by the two countries in the coming time. Tourism and people-to-people exchanges will also continue to be promoted, as Russian people are very eager to travel and relax in Vietnam.
