Vietnam-Russia Deputy Foreign Ministerial Political Consultation

Deputy Minister Le Thi Thu Hang affirmed Vietnam's policy of supporting and being ready to participate in the international community's mediation efforts to seek a peaceful solution to the Russia-Ukraine conflict.

At the invitation of the Ministry of Foreign Affairs of Vietnam, implementing the Cooperation Plan between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Russia, Deputy Minister of Foreign Affairs of Russia A. Rudenko visited Vietnam from February 20-21 to conduct political consultations.

On the afternoon of February 21, Deputy Minister of Foreign Affairs Le Thi Thu Hang and Russian Deputy Minister of Foreign Affairs A. Rudenko chaired the Political Consultation.

In the spirit of sincerity, openness and trust, the two sides reviewed the results, deployed and coordinated to promote the implementation of agreements reached between the leaders of the two countries in recent times, exchanged in-depth opinions on measures to strengthen relations between the two foreign ministries, as well as on international and regional issues of mutual concern.

The two sides expressed their delight at the positive developments in the Vietnam-Russia Comprehensive Strategic Partnership in recent times, in which delegation exchanges and contacts at all levels, especially high-level ones, have taken place regularly, creating a foundation for the two countries to develop deeply and extensively.

Through the review, the two sides were pleased to acknowledge the specific results that the competent agencies of the two countries have strived to achieve in implementing high-level agreements reached within the framework of the State visit to Vietnam by Russian President Putin (June 2024), the phone call between General Secretary To Lam and Russian President Putin (August 2024), the official visit to Russia by National Assembly Chairman Tran Thanh Man (September 2024), the talks between Prime Minister Pham Minh Chinh and Russian President Putin on the occasion of attending the Expanded BRICS Leaders' Meeting in Kazan (October 2024), the official visit to Vietnam by Russian Prime Minister M. Mishustin (January 2025), as well as other high-level contacts and exchanges.

The two sides affirmed their determination to maintain and strongly promote the development momentum of cooperation in all fields: politics, economics-trade, defense-security, science-technology, education-training, culture, tourism, etc. to fully exploit the potential of each country, meeting the development needs of the two countries.

The two sides agreed to effectively implement the Vietnam-Eurasian Economic Union Free Trade Agreement; strive to promote the implementation of agreed tasks, agreements and priority cooperation projects; and carefully and substantially prepare for the successful high-level visit of the two countries' leaders in 2025, a very special year celebrating the 75th anniversary of the establishment of diplomatic relations and many major holidays of the two countries.

The two sides discussed the current world and regional situation, and agreed that it is necessary to further strengthen the exchange of views, information, coordination and mutual support at international organizations and multilateral forums, including the United Nations, together contributing to maintaining peace and stability in the Asia-Pacific region and the world, and protecting the interests of the people of the two countries.

Deputy Foreign Minister Le Thi Thu Hang thanked the Russian Foreign Ministry for always supporting and creating favorable conditions for the Vietnamese community to do business, live and study legally in Russia; requested that the Russian side continue to pay attention to the Vietnamese community in Russia, stabilize their lives and ensure security and safety of life and property, study visa exemption for Vietnamese citizens holding ordinary passports, create favorable conditions for Vietnamese citizens to travel, visit relatives, and seek business opportunities in Russia to contribute to promoting bilateral relations.

Deputy Minister Le Thi Thu Hang affirmed that for its part, the Vietnamese Ministry of Foreign Affairs will closely coordinate with relevant agencies and the Russian side to facilitate and protect Russian citizens living, working and studying in Vietnam.

The two Deputy Ministers agreed to continue to closely coordinate and maintain the Political Consultation mechanism to enhance understanding, promote relations between the two Foreign Ministries and coordinate relations between the two countries, effectively implement the agreements of the two sides' senior leaders, and bring the Vietnam-Russia relationship to a new height, commensurate with the established framework of the Comprehensive Strategic Partnership.

On the same day, at the headquarters of the Ministry of Foreign Affairs, Permanent Deputy Minister Nguyen Minh Vu received Russian Deputy Foreign Minister A. Rudenko.

At the meeting, Deputy Minister Rudenko affirmed that Russia attaches importance to the traditional cooperative relationship and Comprehensive Strategic Partnership with Vietnam and wishes to promote effective cooperation with Vietnam and develop the Comprehensive Strategic Partnership substantially and dynamically in all fields.

Deputy Minister Nguyen Minh Vu highly appreciated the two sides' maintenance of an effective consultation mechanism to exchange information and promote all-round cooperation between the two countries and the two Foreign Ministries; suggested that the two sides continue to make efforts to promote initiatives, propose specific directions and solutions to effectively implement the commitments and agreements of the two countries' senior leaders, promote bilateral cooperation in the fields of politics, defense-security, economy-trade, energy-oil and gas, science-technology, transportation, and humanitarian cooperation worthy of the Comprehensive Strategic Partnership framework.

Permanent Deputy Minister Nguyen Minh Vu thanked Russia for supporting Vietnam's stance and hoped that Russia would continue to support Vietnam in maintaining a peaceful and stable environment for cooperation and development in the Asia-Pacific region./.
