In his opening speech, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri province Nguyen Dang Quang said that at this session, the Provincial People's Council focused on reviewing and evaluating the implementation of socio-economic development targets and tasks, national defense and security in the first 6 months of 2023, in conjunction with the results of the implementation of the socio-economic development plan for the 2021-2025 half-term; decided on a number of key measures and tasks in the last 6 months of the year, striving to complete the socio-economic targets in 2023, continuing to create premises, a solid foundation and favorable conditions, making a breakthrough to successfully implement the socio-economic targets for the entire period of 2021-2025, in which the most important goal is to bring Quang Tri to the high average level of the whole country.
In the first six months of the year, the total product in the area is estimated to increase by 6.52% over the same period last year. Agriculture had a good harvest; industry, construction, trade and services developed; key projects were focused on. The cultural and social fields had positive changes.

Results of the implementation of the 5-year socio-economic targets for the period 2021 - 2025, it is expected that 20/25 targets will exceed and reach the plan. The average annual GRDP growth rate in the province will reach over 6.5%; the total state budget revenue in the area in the period 2021 - 2023 is estimated at 14,402 billion VND, exceeding the set target.
The total average annual social development investment capital reaches over 27,000 billion VND. The rate of communes meeting national criteria for new rural areas is estimated at 80.2%, exceeding the set plan (the plan is 75.2%).
In the first 6 months of 2023 alone, the province's average GRDP growth rate reached 6.52%. With this growth rate, Quang Tri ranked 7th in the North Central and Central Coast regions and was 1.75 times the average GRDP growth rate of the whole country.
The National Assembly Chairman emphasized that the Quang Tri Provincial People's Council has closely followed, promptly grasped, institutionalized and well organized the implementation of the guidelines and policies of the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, laws and resolutions of the National Assembly and the Government. The National Assembly Chairman said that for the first time, the National Assembly Standing Committee issued Resolution No. 594/NQ-UBTVQH15 (Resolution No. 594) on guidelines for the supervisory activities of the People's Council, the People's Council Standing Committee, the People's Council Committees, the People's Council Delegation Groups and People's Council Delegates and many other guiding documents. In the coming time, the National Assembly Standing Committee will soon develop and promulgate a Resolution on the Model Working Regulations of the Provincial People's Council, coordinate with the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front to develop and promulgate a Joint Resolution detailing the organization of meetings with voters by People's Council Delegates.
The National Assembly Chairman requested the People's Council of Quang Tri province to continue to thoroughly grasp and concretize, organize and effectively implement the Resolution of the 13th National Party Congress, the resolutions of the Central Committee, the Resolution of the 5th Session of the 15th National Assembly to concretize and institutionalize in each field; continue to strongly innovate, improve the quality and efficiency of operations; ensure timely implementation of regulations and decisions of superior State agencies; supervise the enforcement of laws, supervise the operations of State agencies in accordance with the provisions of law.
The province effectively implemented Resolution No. 594 of the National Assembly Standing Committee, striving to create clear changes and improve the quality, effectiveness and efficiency of the People's Council's supervisory activities, thereby performing well the task of controlling power and preventing corruption, negativity and waste in the locality.

Quang Tri province in general and the People's Council of Quang Tri province in particular need to focus on removing the bottlenecks and obstacles that have been pointed out, continue to perfect institutions to create development; speed up the progress of public investment projects, infrastructure, economy, society, especially key and important projects of the province; national target programs, economic recovery and development programs.
The National Assembly Chairman requested the province to urgently complete planning work according to the provisions of the Law on Planning and the Resolution of the National Assembly; focus on implementing approved and still effective plans, continue to promote administrative reform, improve the investment and business environment, enhance competitiveness; tighten discipline and administrative discipline of civil servants and public employees; promptly detect, handle or promptly replace cadres and civil servants who shirk, avoid, lack responsibility, or fail to fulfill assigned duties and tasks, especially heads of units, agencies, and organizations...
Resolution of the 5th Session of the 15th National Assembly assigned the Government to preside over and coordinate with the agencies of the National Assembly, relevant agencies, and localities to organize a review of the system of legal documents, focusing on laws on bidding, auctions, planning, management, land use, public assets, state budget, public finance, public-private partnership, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation, etc.
On that basis, the National Assembly Chairman suggested that the province, based on the actual situation in the locality, actively review, contribute opinions, detect unclear regulations, contradictions, overlaps or loopholes, inadequacies, and problems in laws, decrees, circulars, and guiding documents, etc., promptly amend and supplement documents under its authority that are no longer suitable, recommend the Government to amend documents under its authority; recommend the National Assembly and the National Assembly Standing Committee to amend, supplement, and promulgate new laws and resolutions.
At the opening session, the National Assembly Chairman also emphasized the need to organize and effectively implement the vote of confidence for positions elected by the People's Council according to Resolution No. 96/2023/QH15 recently passed by the National Assembly at the 5th Session; ensuring that the only vote of confidence during the term is serious, not formal, and properly assesses the prestige and performance of the duties and tasks of officials...
