On behalf of the Party and State leaders, National Assembly Chairman Vuong Dinh Hue sent his warmest regards and best wishes to the delegates and all people of the four communes, including Bao Dap, Tan Dong, Dao Thinh, Hoa Cuong, policy households, meritorious people, poor households, workers and laborers in difficult circumstances.
The National Assembly Chairman shared some of the country's economic, social, and foreign affairs results in 2023; the efforts of the Party, State, National Assembly, and localities nationwide have achieved quite comprehensive results.
On behalf of the Party and State leaders, the National Assembly Chairman acknowledged and commended the results achieved by the Party Committee, government, army and people of all ethnic groups in Yen Bai province, including Tran Yen district, in 2023.
The National Assembly Chairman said that, promoting the good tradition of mutual love and support of the nation, the Party, the State, the Central Committee of the Vietnam Fatherland Front and organizations always pay attention, try to devote all resources, organize many practical activities to take care of policy families, people with meritorious services, poor households, policy beneficiaries, workers, laborers in difficult circumstances... so that everyone, every family can enjoy Spring and celebrate Tet.
In the coming time, the National Assembly Chairman requested that Party committees, authorities, the Fatherland Front and mass organizations of Yen Bai province and Tran Yen district focus on thoroughly grasping and implementing synchronously, promptly and comprehensively the policies and regulations of the Party Central Committee, the National Assembly and the Government, in which, in the immediate future, it is necessary to focus on thoroughly grasping and comprehensively implementing Directive No. 26 of the Secretariat on organizing the Giap Thin New Year in 2024; well implementing social security policies, taking good care of the people; ensuring that everyone and every household can enjoy the spring and celebrate the New Year joyfully, healthily, safely and economically.
The province continues to urgently grasp and implement the goals, tasks and solutions in Resolution No. 01/NQ-CP and No. 02/NQ-CP dated January 5, 2024 of the Government, and tasks according to the program and work plan right from the first months of the new year.

All levels, sectors and localities in Yen Bai province, including Tran Yen district, proactively research, organize propaganda, dissemination and information to the people and prepare conditions for serious implementation, contributing to quickly bringing the laws and resolutions of the National Assembly passed at the last two sessions into life; pay attention to selecting at least 1 district to pilot decentralization and delegation of authority to implement 3 national target programs; continue to do well in social work and poverty reduction work, not to let poverty return.
Along with that, it is necessary to well implement social security policies, take good care of the people; ensure that everyone and every household can enjoy Spring and Tet happily, healthily, safely, economically, "leaving no one behind", not letting anyone go without Tet; carry out socio-economic development tasks, serving the people and businesses.
The National Assembly Chairman wished Yen Bai province to develop "green, harmonious, unique and happy" as planned by the province; to build Tran Yen district to develop more and more comprehensively, becoming an advanced new rural district.
On this occasion, the Chairman of the National Assembly and the Secretary of the Yen Bai Provincial Party Committee witnessed the Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam presenting a symbolic plaque of 300 million VND mobilized from socialized sources (Agribank) to ethnic minority households in difficult circumstances in the province.
In the Program, the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, and the Central Committee of the Vietnam Red Cross Society presented 600 gifts to policy families, meritorious people, poor households, workers, and laborers in difficult circumstances in 4 communes of Tran Yen district.

Continuing the visit and working session, and New Year greetings in Yen Bai, in the afternoon of the same day, the National Assembly Chairman and the Central Working Delegation visited and wished a Happy New Year to officers and soldiers of Air Force Regiment 921, Division 371, Air Defense - Air Force Service on the occasion of the New Year of Giap Thin 2024 and the 60th anniversary of the Regiment's Traditional Day (February 3, 1964 - February 3, 2024).
Speaking here, National Assembly Chairman Vuong Dinh Hue emphasized that after 60 years of building, fighting and growing, generations of officers and soldiers of Regiment 921 have constantly strived, trained and grown; achieved many glorious feats in the cause of building and defending the Fatherland. Typically, they contributed to the victory of Dien Bien Phu in the air in 1972.
On behalf of the Party and State leaders, the National Assembly Chairman acknowledged and commended the very encouraging results that the officers and soldiers of Air Force Regiment 921 in particular and Division 371 in general have achieved in the past time.
In the coming time, the National Assembly Chairman requested the Regiment to continue to thoroughly grasp and seriously implement the Party's directives and resolutions, and the State's policies and laws on the task of ensuring national defense and security.
The National Assembly Chairman said that from July 1, salary policy reform will be carried out. In particular, salaries of military and police forces will also be improved.
The National Assembly has enacted many important laws and is considering and will continue to consider and pass a number of laws related to the fields of national defense, national security, social order and safety.
The National Assembly Chairman suggested that the Regiment actively contribute opinions to relevant draft laws, especially the draft Law on Defense Industry, Security and Industrial Mobilization, to have specific and appropriate policies, thereby strengthening the defense industry and industrial mobilization policies; proactively research and organize the implementation of laws and resolutions that have been issued, contributing to the early implementation of policies and laws into life.

The National Assembly Chairman also requested the Regiment to improve its capacity to forecast and assess the situation, promptly advise on effective handling of all situations, and meet the requirements of protecting the Fatherland early and from afar, without being passive or surprised.
Focus on improving the quality of comprehensive training both in the air and on the ground, combat readiness; create breakthroughs in flight training, ensure flight safety; exploit, master, and promote the effectiveness of aircraft, weapons, equipment, and modern technical equipment, meeting mission requirements.
Closely coordinate with Party committees, authorities, organizations and friendly units to perform well military and defense tasks; build an increasingly solid military posture in the defense area, contributing to maintaining security and order in the stationed area.
The regiment needs to focus on building a strong, clean, "exemplary, exemplary" Party organization. Closely combine combat training with political and ideological education, and tighten discipline and order within the unit.
Each officer and soldier needs to continue to promote the qualities of "Uncle Ho's soldiers", with a firm political stance, high determination to fight, ready to receive and complete assigned tasks well, and be absolutely loyal to the Fatherland. At the same time, pay attention to implementing the military rear policy well; promote mass mobilization activities, social security work, care for officers and soldiers in difficult circumstances, families of policy beneficiaries...
