On the afternoon of March 29, at the National Assembly House, under the chairmanship of Politburo member, Secretary of the National Assembly Party Delegation, Chairman of the National Assembly Vuong Dinh Hue, the National Assembly Party Delegation had a working session with the Standing Committee of the Nghe An Provincial Party Committee, listening to a report on the situation of building a number of specific mechanisms and policies for the development of Nghe An province in the spirit of Resolution No. 39-NQ/TW, dated July 18, 2023, of the 13th Politburo on building and developing Nghe An province to 2030, with a vision to 2050.

On behalf of the Standing Committee of Nghe An Provincial Party Committee, reporting to the National Assembly Party Delegation at the meeting, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that immediately after Resolution No. 39-NQ/TW of the Politburo and the Government's Action Program were issued, Nghe An established a Working Group headed by the Provincial Party Secretary, focusing on developing and submitting to the Ministry of Planning and Investment a pilot project to supplement a number of specific mechanisms and policies for the development of Nghe An province.
The Ministry of Planning and Investment has established a Drafting Committee and an Editorial Team to draft a resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; chaired two meetings for ministries and branches to listen and give opinions, and together with Nghe An province to absorb and complete.
On March 22, 2024, the Ministry of Justice issued Appraisal Report No. 61/BCTĐ-BTP on the proposal to draft a resolution; accordingly, it concluded that the proposal to draft a resolution is basically eligible to be submitted to the Government for consideration after receiving and fully completing appraisal opinions.
Based on the appraisal opinion of the Ministry of Justice, Nghe An has reviewed and completed the dossier proposing to build a resolution (including 17 policies in 5 groups of fields) to submit to the Ministry of Planning and Investment; currently the Ministry of Planning and Investment has completed the dossier proposing to build a resolution to submit to the Government.
Regarding the specific mechanisms and policies under Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, the Chairman of the People's Committee of Nghe An province stated that Resolution No. 36/2021/QH15 has 3 groups of fields with 6 policies. After 2 years of implementation, the specific mechanisms and policies have initially contributed to helping the province achieve its socio-economic development goals. Of the 3 policies in the group of financial and budgetary policies, policy 3 (allocated an additional 45% of expenditures calculated according to the population norm when establishing the regular expenditure norm) has really been effective...
The remaining 3 policies on decentralization of authority for land use conversion, forest use conversion and local adjustment of the general planning for functional area construction and urban planning have helped Nghe An to be proactive and speed up the implementation of projects in the area. The 2 policies on decentralization of land use conversion and forest use conversion are currently specifically regulated in the Land Law (amended) recently passed by the National Assembly to apply nationwide.
With this draft resolution, the Standing Committee of Nghe An Provincial Party Committee proposed to add specific mechanisms and policies, including 5 groups of fields with a total of 17 policies. Of which, the group of state financial and budget management has 5 policies; urban, natural resources and environment management has 3 policies; investment management has 4 policies; marine economic development has 2 policies; organizational structure and staffing has 3 policies. Of the 17 proposed policies, there are 6 policies that are completely similar to the provinces and cities that have been allowed by the National Assembly to implement in specific resolutions; 5 policies that are partially similar to the provinces and cities with adjustments and supplements to suit the reality of Nghe An province; and 6 new proposed policies...
After listening to the opinions of the Standing Committee of the Finance and Budget Committee and leaders of relevant ministries and branches, concluding the meeting, National Assembly Chairman Vuong Dinh Hue emphasized the viewpoint and principle that specific mechanisms and policies must closely follow the goals and development orientations of Nghe An province according to Resolution No. 39-NQ/TW of the Politburo. Specifically, in terms of viewpoint, building and developing Nghe An province commensurate with its position, role, importance, and worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, government, and people of Nghe An province and the whole country. At the same time, creatively applying in implementing the Party's guidelines and policies, the State's policies and laws; There are specific mechanisms and policies to maximize potential and strengths, build and develop Nghe An province comprehensively, with focus and key points, in accordance with the socio-economic development strategy of the whole country, national planning and planning of the North Central region and Central Coast.
And the goal by 2030, the National Assembly Chairman noted, Resolution No. 39-NQ/TW of the Politburo clearly states, building Nghe An into a fairly developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; a center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture; having a synchronous and modern infrastructure system, capable of effectively responding and adapting to natural disasters and climate change; the material and spiritual life of the people is constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially Nghe An culture is preserved and promoted; national defense, security and sovereignty over borders, seas and islands are firmly ensured; the Party organization and political system are clean and strong; The strength of the great national unity bloc and the people's trust in the Party and State are strengthened.
Regarding the policy, the National Assembly Chairman stated that the opinions expressed all agreed with the necessity of issuing a new resolution, in parallel with Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
Regarding progress, the National Assembly Chairman noted that the Law Committee, together with the Ministry of Justice and the Government, will submit to the National Assembly Standing Committee for consideration and addition of the National Assembly's draft resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province to the National Assembly's Law and Ordinance Development Program with the highest level of preparation, striving to submit to the National Assembly at the upcoming 7th Session.
Regarding specific mechanisms and policies, the National Assembly Chairman requested the Standing Committee of the Nghe An Provincial Party Committee to fully absorb the opinions of members of the National Assembly Party Delegation, the opinions of the Finance and Budget Committee and ministries and branches, to soon complete the content of the mechanisms, policies and draft resolution dossiers. "The spirit is that the resolutions and policies that have been applied to other localities and are currently being implemented, agree to continue to be applied to Nghe An province, however, there needs to be further calculation and clarification on the necessity and feasibility of the mechanisms and policies," the National Assembly Chairman noted.
Regarding the new policies, the National Assembly Chairman stated that the general spirit of the National Assembly Party Delegation is to basically agree with the proposal of Nghe An province, and at the same time, it is necessary to review, compare, and ensure that there is no overlap with the policies that have been expressed in the laws that have just been passed by the National Assembly and will come into effect in the near future, or the policies that are included in the direction of amendment and supplementation in the Government's decrees.
The National Assembly Chairman also suggested that the Standing Committee of the Nghe An Provincial Party Committee fully absorb the comments contributed at the meeting to perfect the mechanisms and policies in the direction of ensuring "ease of implementation and feasibility"; at the same time, continue to research in the direction of focusing on specific policies to supplement resources and strengthen decentralization, helping to remove obstacles from local practices and create new breakthroughs for the development of Nghe An province. The argument, according to the National Assembly Chairman, is that Nghe An is a province with "a large area, a large population but very limited resources, so it needs maximum support from the Central Government".
Regarding policies related to investment and construction, the National Assembly Chairman suggested that research should be conducted in the direction of increasing decentralization to localities, with strict procedures and processes to ensure ease of implementation.
Affirming that the Party Delegation of the National Assembly highly agreed on the need to issue a draft resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, National Assembly Chairman Vuong Dinh Hue requested that, after this meeting, the Finance and Budget Committee should soon participate with the Ministry of Planning and Investment and relevant ministries and branches to be able to submit the draft resolution in accordance with the correct procedures and processes, ensuring the set progress. In particular, the National Assembly Chairman requested that agencies should uphold their sense of responsibility, because the issuance of this resolution is not only important for the development of Nghe An province but also for the whole country.
