Attending the Congress were former Politburo members and former Chairmen of the National Assembly: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan. Also attending were Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; Secretaries of the Party Central Committee: Bui Thi Minh Hoai, Head of the Central Mass Mobilization Commission; Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; former Vice Presidents: Truong My Hoa, Nguyen Thi Doan.
Also attending were representatives of leaders of ministries, departments, branches, organizations, localities, Vietnamese Heroic Mothers, the Central Youth Union Secretariat, former First Secretaries of the Central Youth Union, former Presidents of the Vietnam Student Association of all periods... Information from the Central Committee of the Vietnam Student Association said: Among the delegates attending the Congress, there were 86 individuals from ethnic minorities. The average age of the delegates attending the Congress was 22.51 years old. The youngest delegate was 17 years and 10 months old. The Congress opened with a performance with the theme "Vietnamese students firmly maintain their identity, build aspirations, and proudly move forward", divided into 3 chapters: "Pride", "Identity" and "Aspiration".
In his speech at the Congress, Secretary of the Central Youth Union, President of the Vietnam Student Association, 10th term Nguyen Minh Triet affirmed: Over the past 5 years, with the spirit of "courage, learning, creativity, volunteering, integration, development", the Association, members and Vietnamese students have strived, overcome difficulties, achieved many important and comprehensive achievements, creating outstanding marks on students and the whole society.
According to comrade Nguyen Minh Triet, in the coming time, students and the Vietnam Student Association will have many favorable opportunities as well as challenges and risks to overcome. That context requires the Vietnam Student Association officials, members and students nationwide to be more united, determined, more diligent and more creative in the new journey.
Specifically, as a close friend of students, the Vietnam Student Association will continue to innovate, improve the quality of its activities, enhance its role and prestige; make constant efforts to meet the legitimate needs and aspirations of students, and be determined to fulfill the mission entrusted by the Party, State and people.

On behalf of the Party and State leaders, President Vo Van Thuong sent his warmest congratulations to the Congress and affirmed that Vietnamese students are future intellectuals - an important human resource serving the construction and protection of the Fatherland. Our Party and State always place deep trust in the youth and students, identifying them as "a great social force, one of the important factors determining the future and destiny of the nation" and have proposed many policies to educate, train and promote the great role of youth and students to become a loyal force, continuing the revolutionary cause of the Party and the nation.
The President highly appreciated the Vietnam Student Association in the past term for its remarkable growth, organizing many creative and practical movements, gathering and uniting both domestic and overseas Vietnamese students to participate in building and defending the Fatherland. In particular, the “5 Good Students” Movement has gone into depth, had a strong influence on students and society, contributing to improving the quality of training; taking better care of and supporting students, especially those in difficult circumstances; organizing many volunteer campaigns to contribute to solving social problems.
However, the President also pointed out some limitations and worrying signs among a segment of students such as: unclear learning goals and motivations; not clearly defining their own mindset in the country's development journey; lacking the will to rise up, communication and behavior still have deviant manifestations; not proactively equipping themselves with knowledge and improving professional skills...

The President also pointed out the complicated developments in the world and the region, affecting our country. Regarding the domestic situation, after nearly 40 years of Doi Moi, our country's position, strength and overall power have continuously increased, but it also faces many difficulties and challenges.
In that context, the President hopes that with social sensitivity and high education, with full vitality and beautiful dreams and ambitions, Vietnamese students need to determine their mindset and responsibility towards the country; together with the whole nation, realize the aspiration by 2045, to become a developed, high-income country.
The President emphasized that every Vietnamese student needs to understand that for the country to have peace, independence and freedom like today, our people had to go through long years of war to protect the Fatherland, with the blood and bones of millions of Vietnamese people, to preserve the integrity of the country, to win the right to live, the right to freedom and the right to pursue happiness.
The luggage for students to hold their heads high and embark on their career journey must be knowledge and dignity along with the nation's heroic historical tradition, the noble values of Vietnamese culture; the spirit of great justice and humanity of a nation that always loves peace, harmony, friendship and respect for other nations.
From a colony, up to today, Vietnam has had diplomatic relations with 193 countries, is a member of 70 regional and global organizations, is a bright spot in implementing the millennium development goals and is firmly implementing the UN's sustainable development goals.
Those traditions and pride need to be spread by all levels of the association and deeply absorbed into each student, so that each student can proudly and confidently step into life and into the world.

The President also requested the Vietnam Student Association to organize movements, programs, and activities to support students in studying, creating, and conducting scientific research on the basis of promoting the role of students as the main subject.
The Student Association must focus on moral education, personality development, creativity, and social responsibility for students. Focus on propaganda, education, and organization for young people to study and practice the ethics of "Diligence, thrift, integrity, justice, impartiality" according to Ho Chi Minh's thought; build a new lifestyle, civilized and noble behavior.
All levels of the association must attach importance to improving students' knowledge, skills and courage to adapt to the digital age when positive and useful things are intertwined with risks and evils. At the same time, organize and orient young people to fight and refute wrong and hostile views, protect the Party's ideological foundation; exploit the positive aspects of the internet and social networks to innovate ways to gather and unite students; increase positive information, good people, good deeds, educate students on law compliance, and fight against bad behavior.
To help students "Strong identity - Rich aspirations - Create the future - Build the country", the Vietnam Student Association must truly become a close, intimate friend, taking care of the essential needs, protecting the legitimate and legal rights and interests of students, uniting and gathering a wide range of students to participate in the organization.

On this occasion, comrade Vo Van Thuong suggested that the Ho Chi Minh Communist Youth Union continue to promote its core political role for the Vietnam Student Association, especially in strengthening orientation and support for the student movement and building the Association.
The President also requested Party committees, Party organizations, the Vietnam Fatherland Front, and organizations at all levels, especially the education and training sector, and leaders of universities and colleges, to continue to pay attention to, help, encourage and create conditions for the Student Association to actively contribute to the political tasks of localities and units, contributing to improving the quality of education; constantly care for the legitimate rights of students, helping students to study, practice, develop comprehensively, contribute and mature in a healthy environment.
