Speaking at the opening of the workshop, the Chairman of the Provincial People's Committee affirmed the importance of the workshop, thereby gathering and seeking creative ideas, new values, of high scientific and practical significance, major orientations, new issues to realize the goals, orientations and visions of the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050 to promote the province's socio-economic development rapidly and sustainably. The Chairman of the Provincial People's Committee emphasized that in the context of sustainable development becoming a trend in the world; digital economy, circular economy, green growth, together with the whole country towards the "New Era - the era of the Vietnamese people's rise" and restarting the Ninh Thuan nuclear power plant, striving to complete the goals of the Resolution of the 14th Provincial Party Congress, towards 2045 becoming a comprehensively developed province with high income.

In that spirit, the Chairman of the Provincial People's Committee hopes that scientists and economic experts will contribute their opinions and propose solutions to improve the efficiency of using development resources; propose solutions to develop the marine economy and urban economy of the province; orient socio-economic development in the context of restarting the nuclear power plant, select development options for industries and fields; development scenarios suitable to the actual situation and the impact of building a nuclear power plant on the socio-economic development of the province.
At the workshop, economic experts, scientists and businesses gave speeches and discussed some socio-economic development orientations of the province, key areas and breakthroughs of the province in industry and energy, tourism, digital economy, in which the orientation to promote marine economy and urban economy to become the driving force for development; proposed major orientations and new issues to realize the goals, orientations and visions of the Provincial Planning; selected development options for sectors and fields; recalculated the development scenario to suit the actual situation and the impact of building a nuclear power plant on the socio-economic development of the province.

In his concluding remarks at the workshop, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the profound, frank, enthusiastic, theoretical and practical contributions of scientists, economic experts and businesses to the development of Ninh Thuan province; especially the comments and analyses suggesting directions and breakthrough solutions for the development of Ninh Thuan in the coming period. The province respectfully accepts and selects the best and most feasible ideas to serve the leadership and direction of the implementation of socio-economic development tasks of the province and to build development strategies for the following years. On the basis of promoting the achieved results, drawing lessons learned through the development process and analysis and evaluation, in the coming time, Ninh Thuan will soon realize the recommendations and solutions identified at the workshop.

The Chairman of the Provincial People's Committee also directed the sectors, units and localities to synthesize the contents of the opinions and proposals of the delegates, experts, scientists and enterprises presented to submit to the provincial leaders for consideration, selection and inclusion in the contents of the documents and socio-economic development plans of the province in the next 5 years and the following years. Aiming to build and form new development ecosystems for Ninh Thuan and the country; focusing on maintaining the marine economy and urban economy, in which building Ninh Thuan into a national energy center with the premise of nuclear power, clean energy and renewable energy playing a key role in fundamentally changing the socio-economic development picture of the province. Based on the ideas presented and discussed at the workshop, the province continues to research to supplement and develop into specific projects, organize implementation, in order to best exploit the potential and advantages of the province. Continue to invite and encourage experts, scientists, businesses, organizations and individuals to continue to contribute initiatives and solutions to build a development strategy for Ninh Thuan province in the coming period.

To turn the "Land of Convergence of Different Values" into an advantage for rapid and sustainable development, Ninh Thuan needs to have high political determination, focus resources, take advantage of opportunities, create breakthroughs for economic pillars (energy, port-logistics, tourism, agriculture and fisheries, processing industry) to achieve an average growth of about 11-12%/year. It is necessary to focus on 6 pillar industries according to the planning, in which it is necessary to take advantage of the Government's mechanism, develop the energy industry, the advantages of the area selected to build national nuclear power plants to build a synchronous ecosystem of the National Energy Center. With the advantages of a clean energy center, it will attract investment in building large data centers, AI centers, semiconductor industry, implementing digital transformation and green transformation. To attract investors and attract businesses, Ninh Thuan needs to build a legal investment environment with outstanding competitiveness. Restarting the construction of nuclear power plants does not change the provincial development planning orientation approved by the Prime Minister, but creates a breakthrough in the process of forming the National Energy Center.

To remove the "bottlenecks" and improve the efficiency of economic development resources, in the coming time, Ninh Thuan needs to develop attractive incentive policies, focusing on strategic economic sectors such as manufacturing industry, renewable energy and modern services. In particular, it is necessary to prepare the necessary conditions to build a nuclear power plant and the North-South high-speed railway project through the province. Promote economic restructuring to reduce dependence on agriculture, shift the economic structure to valuable sectors such as high technology, deep processing technology and modern services. Strengthen the training of high-quality human resources through joint programs between training institutions and enterprises to meet labor needs in the coming time. It is necessary to allocate resources reasonably between the East and West regions to effectively exploit the potential of the two regions, in which priority is given to developing transport infrastructure, basic services and high-tech agriculture for the West region. Promote the advantages of the marine economy with policies to develop seaport logistics, high-value seafood processing, and marine tourism. Accelerate urbanization and modernize urban infrastructure to attract high-quality labor and develop the socio-economy.

In order to promote the potential and advantages of developing tourism into a spearhead economic sector, in the coming time, Ninh Thuan needs to identify, build and develop specific tourism products. Research to form a tourist railway to Da Lat city, diversify tourism products and experiences. In particular, with the restart of the Nuclear Power Project, new tourism products will be formed including industrial tourism and educational tourism, attracting international visitors, scientists, students, and experts to research. In the immediate future, the province needs to clearly plan high-class tourism development areas and mass tourism areas before receiving investors to reduce the overall competitiveness of the project; at the same time, connect more "cranes" leading the flock in developing high-class tourism. Strengthen the linkage of travel activities connecting tours with neighboring provinces to exploit and effectively build the brand "Ninh Thuan Destination" on the tourism map of Vietnam.
