At the conference, on behalf of the Inspection Team, Comrade Tran Van Ron presented a draft report on the inspection results to the Standing Committee of the Quang Ninh Provincial Party Committee. Delegates attending the conference discussed issues that needed to be clarified; pointed out the current situation, advantages as well as difficulties and obstacles that needed to be resolved related to the inspected contents.

The draft report clearly states that, immediately after the Resolutions, Directives, and Conclusions of the Central Committee, the Standing Committee of the Quang Ninh Provincial Party Committee issued a Plan to lead, direct, and organize conferences to study, learn, and disseminate seriously, systematically, and scientifically; to seriously, promptly, and systematically implement, ensuring progress from the province to the grassroots level.

The Standing Committee of the Quang Ninh Provincial Party Committee also issued Plan No. 439-KH/TU dated July 23, 2024 and Instruction No. 06-HD/TU dated October 23, 2024 on Party Congresses at all levels for the 2025-2030 term; providing specific instructions on the content of the congress, drafting documents, personnel work, structure, number of delegates attending the congress, regulations on the time of the congress at each level, and assignment of responsibilities to each agency and unit. Regarding the implementation of Resolution 18, Conclusions 121, 126, 127, the province has established a Steering Committee to summarize the implementation of Resolution 18. The Secretary is the Head of the Steering Committee and the Editorial Team assists the Steering Committee with a spirit of determination, drasticness, and seriousness. The results include reducing two agencies directly under the Provincial Party Committee, three executive committees, and seven party delegations; reducing three party committees directly under the province, establishing two new party committees; reducing seven specialized agencies at the department level, 59 focal points at the department level, and 39 specialized departments and offices at the district level.

The Standing Committee of Quang Ninh Provincial Party Committee also issued Action Program No. 46-CTr/TU to implement Resolution 57, with specific viewpoints and goals until 2030 and vision to 2045, setting out seven groups of tasks and solutions, assigning "clear people, clear work, clear progress, clear results, clear responsibilities" for implementation.

After Conclusion 123, the Provincial Party Committee proactively adjusted the economic growth target for 2025 to over 14%, assigned the Standing Committee of the Provincial Party Committee to direct the Provincial People's Committee to assign growth targets to each department, branch, agency and unit to make the highest determination and effort to demonstrate the determination and drasticness of the Provincial Party Committee.

In his concluding remarks at the conference, President Luong Cuong assessed that the Standing Committee of the Quang Ninh Provincial Party Committee and the inspected Party organizations had thoroughly grasped, had a serious attitude, and carefully prepared the contents; closely coordinated with the Inspection Team on the four inspected contents. The Standing Committee of the Quang Ninh Provincial Party Committee implemented directives, resolutions, and conclusions to achieve the goals and requirements set forth by the Politburo and the Secretariat. In particular, the province had many quality contents and methods of doing things, taking the lead; had a lot of experience compared to the whole country in terms of apparatus organization, digital transformation, administrative reform, socio-economic development, national defense and security, and had many good and creative ways of doing things. The policies, methods of organization and implementation, inspection and supervision work of the province were in line with the policies and viewpoints of the Central Government, State laws and policies, suitable to local realities, creating high consensus among Party members and people.

On behalf of the Inspection Delegation, the President commended and acknowledged the results, solidarity, determination, unity, and efforts that the Party Committee, government, army, and people in Quang Ninh province have achieved in the past time; as well as the initial results that the Standing Committee of the Quang Ninh Provincial Party Committee has achieved in the four key work topics in 2025 of the Politburo and the Secretariat. The President also pointed out a number of difficulties, obstacles, and shortcomings that the province needs to propose solutions to remove and overcome; turning this inspection process into a self-inspection.

Pointing out that in the coming time, there are many goals and tasks that need to be implemented, the President suggested that Quang Ninh province needs to review the goals, build a clear action program for each agency, unit, and member, and organize drastic implementation, regularly inspect and supervise. Although the locality has a lot of experience in innovation, it should not be subjective but should regularly follow up, grasp firmly, urgently implement and summarize experiences to do better.

Emphasizing that Quang Ninh province has always been identified by the Central Government as having a particularly important strategic position in terms of politics, economy, national defense, security and foreign affairs; at the same time, it is a locality with a very high sense of solidarity for the goal of developing the province as well as developing the country, the President hopes that the province will promote its advantages, progress quickly and steadily, setting an example for other localities to follow, especially in implementing the four inspected contents.

Along with that, the Provincial Party Committee and the Standing Committee of the Quang Ninh Provincial Party Committee continue to lead and direct the entire Party Committee to focus on removing difficulties, obstacles, bottlenecks, reforming administrative procedures, promoting digital transformation, applying science and technology... to successfully implement the goals, targets, programs, and projects to implement the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congress and the resolutions of the Party Congresses at all levels for the 2020-2025 term. Seriously grasp and implement the policy of arranging and streamlining the organizational apparatus according to the Resolution and Conclusion of the Central Executive Committee, the Politburo, and the Secretariat to ensure leanness, compactness, strength, efficiency, effectiveness, and efficiency, creating consensus in the Party Committee and government from the province to the grassroots level.

In implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, Conclusion No. 118 of the Politburo and directives and instructions of competent authorities, the Provincial Party Committee and the Standing Committee of the Quang Ninh Provincial Party Committee need to prepare well the documents, personnel and conditions for organizing the Congress when there is direction from superiors, personnel work must ensure the correct principles, synchronization, comprehensiveness, strictness, democracy, science, objectivity, impartiality and transparency. Continue to do a good job in personnel work, especially planning, evaluation and training, focusing on building a contingent of cadres at all levels, especially leaders and managers with sufficient qualities, capacity and prestige.

The President also requested Quang Ninh province to soon issue an Action Program to implement Conclusion 123-KL/TW with feasible solutions to achieve the 2025 growth target of 14%, creating a solid foundation for the 2026-2030 period. The Provincial Party Committee, the Standing Committee of the Quang Ninh Provincial Party Committee and Party committees at all levels should be more deeply aware of their roles and responsibilities to make efforts, with high determination, great efforts, drastic and effective actions, to implement the Conclusion of the Politburo and the Secretariat to ensure the quality and progress set forth.

Affirming that the discussion opinions were in high agreement with the draft report of the Inspection Team, the President said that regarding the recommendations and proposals of the Provincial Party Committee, the Standing Committee of the Quang Ninh Provincial Party Committee will fully absorb the opinions and valid contents to supplement and complete the report, records and documents to submit to the Politburo for consideration, conclusion and direction of implementation in accordance with regulations.
