Storm expected to make landfall from Quang Ninh - Ninh Binh province

At a meeting on the afternoon of September 4, Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem said that storm No. 3 (international name Yagi) is currently moving west at a speed of 10-15km/hour.

In the next 48 hours, most international forecasts and models agree that the storm will continue to increase in intensity; the possibility of the storm strengthening to super typhoon level cannot be ruled out. Around the evening of September 7, storm No. 3 will make landfall in the Northern region, from Quang Ninh to Ninh Binh.

 

“Storm No. 3 is expected to hit the economic development center in the Northern region, not only industry - trade - tourism, but also agricultural production and aquaculture. Therefore, if we are subjective, the damage could be very severe…” - Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep .

“Due to the impact of storm No. 3, from September 7, there will be heavy rain in the Northern region. However, the meteorological and hydrological agency needs to continue monitoring the amount of rain. The direction of the storm in the coming days will determine the intensity of the rain…” - Mr. Khiem added.

A strong storm making landfall is likely to have a major impact on economic activities. Currently, coastal areas and seas of provinces and cities from Quang Ninh to Nghe An have about 49,300 hectares of aquaculture, 19,114 cages, rafts and 3,800 watchtowers. The risk of damage is very high when the storm makes landfall at level 12-13, gusting to level 16.

The representative of the Department of Irrigation (Ministry of Agriculture and Rural Development) assessed that the risk of unsafe irrigation reservoirs is also very worrying. Accordingly, in the North, there are currently 197 damaged, degraded or under construction irrigation reservoirs; this number is 203 reservoirs in the North Central region. In addition, in the localities of the North, there are currently 32 key weak dikes and many dike and embankment locations that have had incidents but have not been handled or repaired, with a high risk of unsafety.

Proactively ban the sea and evacuate people

At the meeting to respond to storm No. 3 on the afternoon of September 4, Vice Chairman of Quang Ninh Provincial People's Committee Nguyen Xuan Cuong said that after the Prime Minister issued a telegram, the locality issued a document directing the implementation of response measures in the spirit of the highest readiness.

“Currently, the province has directed the inspection of ships at sea, the safety of construction works under construction, and newly completed construction works. The transport sector is also ready to arrange for on-duty at key locations. For Bai Chay bridge, if the wind is level 6, vehicles will be prohibited from passing through…” - Mr. Cuong added.

Meanwhile, Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho said that this morning the locality organized a delegation to inspect the prevention and control of storm No. 3. The relevant departments are also reviewing measures to respond to the storm's developments.

According to Mr. Tho, the safety of boats and tourists is a matter of special concern to Hai Phong City. Today and tomorrow, the locality will direct all boats to move to safe shelters. All tourists will also be brought to the mainland tomorrow.

Along with Quang Ninh and Hai Phong, at the meeting on the afternoon of September 4, a number of ministries and localities also showed a high spirit of proactive response to storm No. 3. Emphasizing that storm No. 3 is a very strong storm, Minister of Agriculture and Rural Development Le Minh Hoan requested that localities absolutely not be subjective, and at the same time need to be most proactive in response work to minimize damage to people and property of the People and the State.

The key task in the coming hours is to resolutely call on and guide ships and vehicles (including cruise ships and transport ships) still operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters.

Localities are determined not to let people stay on cages, rafts, and watchtowers when the storm hits; have plans to ensure the safety of tourists and people on the islands. Depending on the storm's developments, proactively ban the sea and prohibit activities that gather large crowds, especially in provinces and cities from Quang Ninh to Nghe An.

For the plains and mountainous areas, Minister Le Minh Hoan suggested deploying shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively evacuate people to safety.

Organize forces to guard and control traffic at culverts, spillways, deeply flooded areas, and areas at risk of landslides; resolutely do not allow people and vehicles to pass through if safety is not ensured. At the same time, check and prepare plans to ensure the safety of reservoirs and downstream areas.

Minister Le Minh Hoan also requested that press agencies and localities strengthen communication work, not only about the developments of storm No. 3 but also propagate and guide on response measures so that people know, proactively implement, and ensure safety for relatives and families...

 

To proactively respond to the developments of storm No. 3 and the impacts of weather and natural disasters that may occur, on September 3, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City issued an official dispatch requesting districts, towns, departments, agencies and sectors to focus on timely and effective implementation of response plans and measures. The key task is to regularly and closely monitor the developments of the storm, weather, rain, floods, landslides on mass media; promptly provide warnings to people to proactively prevent. At the same time, check and review residential areas along rivers, streams, low-lying areas, high risk of flooding, flash floods, landslides to proactively organize the evacuation of people when situations arise.
