Ho Chi Minh City's policy of giving money to women who give birth to 2 children

Báo Dân tríBáo Dân trí12/02/2025

(Dan Tri) - Ho Chi Minh City is resolutely implementing many solutions to solve the problem of low birth rate in this city, including cash support for women who give birth to 2 children.

Over the past 20 years, the total fertility rate of Ho Chi Minh City has always been below 1.7 children per woman. The total fertility rate in 2023 is 1.32 children per woman. In 2024, the total fertility rate is estimated to be 1.4 children per woman, a slight increase compared to 2023 but still very low compared to the replacement fertility rate that Vietnam is maintaining (2-2.1 children per woman).

The prolonged total fertility rate causes many consequences for the city's socio-economy such as: rapid population aging, impact on social security balance, labor shortage...

Therefore, the People's Council of Ho Chi Minh City issued Resolution No. 40/2024/NQ-HDND regulating the reward and support policies for collectives and individuals who perform well in population work in the city.

In particular, the city applies many drastic policies to encourage women to have children, even providing financial support of 3 million VND for each woman who gives birth to 2 children before the age of 35.
