Return textbook choice to schools
Circular 27/2023/TT-BGDDT regulating the selection of textbooks in general education institutions replaces Circular 25/2020/TT-BGDDT applied from October 2020 to present, effective from February 12.
The biggest difference of this new circular is that the right to decide on textbook selection is assigned to educational institutions instead of the provincial People's Committee as before.
Textbook choice returned to schools is one of the key education policies that took effect in February.
Specifically, the textbook selection council of an educational institution is established by the principal of the educational institution or the director of the continuing education center, the director of the vocational education - continuing education center, the head of the educational institution implementing the general education program, the continuing education program at the junior high school and high school levels, to assist the head of the educational institution in organizing the selection of textbooks.
The Circular also clearly stipulates: "People who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks (in the list of textbooks approved by the Minister of Education and Training); parents, parents-in-law; wife or husband; siblings and siblings-in-law of people who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks; people working at publishing houses and organizations with textbooks are not allowed to participate in the council".
Because the new circular assigns the right to select textbooks to educational institutions, the Department of Education and Training is responsible for appraising textbook selection records of educational institutions under its management; reporting to the Department of Education and Training on the appraisal results and the list of textbooks selected by educational institutions under its management.
The Department of Education and Training appraises the textbook selection dossiers of educational institutions under its management; reviews reports of the Department of Education and Training on the appraisal results and the list of textbooks selected by educational institutions; synthesizes the results, makes a list of textbooks selected by educational institutions, and submits it to the Provincial People's Committee for consideration and approval.
Instead of directly establishing a textbook selection council for the entire province as in the old regulations, the new regulations only have the task of deciding to approve the list of textbooks selected by educational institutions (submitted by the Department of Education and Training).
Eliminate secondary school graduation classification
According to Circular 31/2023/TT-BGDDT on regulations for considering and recognizing junior high school graduation, effective from February 15, from the 2024-2025 school year, junior high school graduation has some notable new points.
Educational institutions implementing the general education program at the lower secondary level will organize graduation recognition examinations at most twice. The first graduation recognition examination will be conducted immediately after the end of the school year. The second graduation recognition examination (if any) will be conducted before the start of the new school year.
Educational institutions implementing continuing education programs at the secondary level organize graduation recognition at least once immediately after the end of the school year.
According to the new regulations, junior high school graduation certificates no longer include excellent, good, or average grades as in the old regulations. Students are recognized as graduating from junior high school if they are under 21 years old, have completed the general education program at junior high school level or the continuing education program at junior high school level, and have a complete application for graduation recognition.
Regarding the process of considering secondary school graduation, the head of the Department of Education and Training establishes a graduation recognition council for each school. The council has at least 7 members, and must be an odd number. The council will check the student records, make a list of students who are eligible to graduate from secondary school and approve it. Based on this list, the Department of Education and Training will make a decision to recognize secondary school graduation and issue diplomas to students.
According to the old regulations (Decision 11/2006/QD-BGDDT), junior high school students are considered for graduation recognition once a year, right after the end of the school year (according to the school year payroll of the Ministry of Education and Training). According to the school year payroll, the consideration for recognition of junior high school graduation according to Decision 11/2006/QD-BGDDT is still applicable until the end of the 2023-2024 school year.
