The Prime Minister's latest directive on merging districts and communes

On June 18, Prime Minister Pham Minh Chinh signed and issued an Official Dispatch on reviewing and completing regulations on implementing the arrangement of administrative units (ADUs) at district and commune levels in the 2023-2030 period.

Instructions on perfecting the organizational structure and resolving redundant staff

Accordingly, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees to have drastic, timely, proactive, and flexible solutions to remove difficulties and obstacles, overcome limitations and shortcomings in the work of arranging administrative units at district and commune levels in the 2019-2021 period and continue to more effectively implement the arrangement of administrative units at district and commune levels in the 2023-2030 period.

In the requirements, the Prime Minister emphasized the need to carry out propaganda to create consensus among cadres, civil servants, public employees, workers and local people in the implementation of the arrangement of administrative units at district and commune levels.

Provinces and cities regularly coordinate closely with the Ministry of Home Affairs, ministries and central agencies to promptly and effectively remove obstacles and difficulties in the implementation of administrative unit arrangement at district and commune levels of localities.

The Ministry of Home Affairs shall advise and submit to the Prime Minister to organize a national conference to deploy the work of arranging administrative units immediately after the National Assembly Standing Committee issues a resolution and decides to establish a Council to appraise dossiers of the project to arrange administrative units at district and commune levels for the period 2023 - 2030 of localities.

The Prime Minister noted the urgent need to develop documents regulating and guiding the consolidation of the organizational apparatus and resolving the redundancy of cadres, civil servants, public employees, and workers at district- and commune-level administrative units established after the reorganization.

The Prime Minister also requested the Ministry of Home Affairs to guide the preparation of dossiers to propose recognition of district- and commune-level administrative units formed after the rearrangement as safe zones, safe communes, island communes, heroic units of the People's Armed Forces, and Labor Heroes.

The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Home Affairs and other ministries, sectors and localities to provide information to press agencies to effectively carry out propaganda work to create consensus in society, among sectors and levels, among cadres, civil servants, public employees, workers and people in the implementation of the arrangement of administrative units at district and commune levels.

In particular, regularly inform about the results achieved, good examples, things that have not been done, causes, especially subjective causes, solutions and valuable lessons, good practices in implementing the arrangement of administrative units at district and commune levels.

Instructions for changing citizens' residential address

In addition, the head of the Government also requested the Ministry of Construction to guide, inspect, and preliminarily review urban classification standards for urban administrative units formed after the 2019-2021 arrangement, and synthesize a report to the Prime Minister to report to the National Assembly Standing Committee according to regulations.

For urban administrative units expected to be reorganized in the period of 2023 - 2030, guide localities to review the relevant urban planning situation, propose measures to ensure and continue to improve urban quality after completing the arrangement.

The Ministry of Finance provides guidance on the work of making estimates and expenditure norms according to its authority; the management, use and settlement of funds for the implementation of the arrangement of administrative units at district and commune levels; the handling of assets and working offices of agencies and organizations at administrative units at district and commune levels implementing the arrangement...

The Prime Minister also directed each ministry to perform its functions and tasks related to the arrangement of administrative units at district and commune levels.

In particular, the Ministry of Public Security coordinates to provide actual population data residing at district and commune-level administrative units in each province and city; guides and implements the collection of old seals and engraving of new seals of agencies, organizations and units at district and commune-level administrative units to be arranged; guides the change of residential address of citizens...

Ministries, branches, and People's Committees of provinces and cities promptly provide guidance on relevant contents regarding the implementation of administrative unit arrangement at district and commune levels in the 2019-2021 period and continue to implement the arrangement of administrative units at district and commune levels in the 2023-2030 period, to be completed before July 10.
