The Center for Information Technology and Digital Technology, Department of E-commerce and Digital Economy (Ministry of Industry and Trade) has officially operated the Petroleum Database System at the address: http://quanlyxangdau.moit.gov.vn.

The national petroleum management and operation database system, jointly built by the Ministry of Industry and Trade and the Ministry of Information and Communications, is expected to contribute to ensuring a more stable and transparent petroleum market.

The main objective of the System is to prevent malpractice in the petroleum business and to support the regulation of supply and demand.

The domestic and international petroleum markets are experiencing many unpredictable fluctuations. Fluctuations in petroleum prices have negatively affected the Vietnamese economy, especially the transportation and manufacturing sectors.

The country currently has nearly 17,000 gasoline retail stores, 38 gasoline wholesale traders, and nearly 300 gasoline distributors.

Up to now, when the database system to prevent violations in petroleum business has been put into operation, 2 production traders, 38 main traders and 273 petroleum distribution traders have had accounts created to use the system.

The system has met the criteria of providing authorities with information to monitor and supervise petroleum business activities. This data will also be used to regulate supply and demand and stabilize petroleum prices.

According to the Department of E-commerce and Digital Economy, building a database to update on the petroleum product management software application ensures compliance with regulations on the reporting regime of enterprises according to current laws in the petroleum sector and the confidentiality of business information of enterprises.

According to data from the Ministry of Industry and Trade, the total supply of gasoline and oil from two import sources and production in the first 5 months of 2024 will reach about 10.303 million tons (equivalent to about 12.879 million m3/ton of gasoline and oil of all kinds); imports account for 45.13%, domestic production accounts for 54.87%.

According to reports from key petroleum traders, the total imported and domestic purchase sources in the first 5 months of 2024 were about 11.519 million m3/ton, reaching 40.5% of the total minimum source allocated in 2024.

Consumption of all types of gasoline and oil in the first 5 months of 2024 reached about 9.8 million m3/ton. Gasoline and oil inventories at the end of May 2024 were about 1.8-1.9 million m3/ton, ensuring sufficient supply for consumption and production needs of people and businesses.

Currently, the world continues to have many fluctuations affecting the prices of petroleum products such as: the Russia-Ukraine war has not shown any signs of cooling down; the market is increasingly concerned that China will not be able to regain its growth momentum soon, leading to lower oil demand than expected; the decision to extend the production cut agreement of the Organization of the Petroleum Exporting Countries (OPEC+) ... poses potential risks to supply; world petroleum prices continue to have unpredictable developments.

To ensure the supply of gasoline   In the coming time, the Ministry of Industry and Trade requests that petroleum traders ensure adequate supply of petroleum to the domestic market in all situations; strictly implement the total minimum petroleum source in 2024 allocated and reserve petroleum according to regulations .

Through balancing supply sources and the structure of petroleum for production and consumption, the Ministry of Industry and Trade calculates that the total minimum petroleum source in 2024 will be nearly 28.42 million m3/ton of all types (an increase of 2.4 million tons/m3 compared to 2023).
