On the morning of April 25, the Provincial People's Committee held an online conference for the whole province to summarize the work of natural disaster prevention and control (PCTT), search and rescue (TKCN) and civil defense (PTDS) in 2023 and deploy tasks for 2024. The conference was connected online to 27 districts, towns and cities in the province. In 2023, the province experienced and was affected by 25 natural disasters, including: 5 tornadoes, 7 heavy rains, 1 storm and 12 heat waves. There were 803 accidents and incidents, including: 625 road and railway traffic accidents, 102 fires, 31 drownings and 45 accidents at sea.
The natural disaster killed 3 people (in Ba Thuoc, Nhu Xuan and Quan Son districts), damaged 230 houses; affected 17 schools; damaged 953 hectares of rice, 1,241 hectares of flowers, vegetables and 1,033 hectares of annual crops; killed 1,705 livestock and poultry; 474m of level IV dykes, embankments and 3,260m of river banks were eroded; 12,187m of canals, 1 pumping station, 11 culverts were damaged; 6,215m of national highways, provincial roads, district roads and commune roads were eroded and damaged and many other properties. The total estimated damage was about 300 billion VND.

To respond to natural disasters in 2023, the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention and Control have issued 21 telegrams and documents directing all levels and sectors to implement measures that are close to practical requirements. At the same time, they have issued and directed all levels and sectors to effectively implement projects, plans and solutions for disaster prevention and control, search and rescue; organized inspections of disaster prevention and control preparations in districts, towns and cities, especially in localities where major natural disasters frequently occurred and caused heavy damage in previous years...
In particular, immediately after natural disasters and incidents occurred, with the motto "4 on-site" and timely support from the province, the drastic direction of all levels and sectors, the active participation of mass organizations and people, the work of overcoming the consequences caused by natural disasters and incidents was carried out urgently and effectively, soon stabilizing people's lives and production.

The National Traffic Safety Committee, local Party committees and authorities have visited and encouraged families with people killed or injured in incidents and natural disasters; mobilized forces and means to help people clean up and repair their houses, and provided guidance on restoring crop areas damaged by natural disasters; organized the handling of incidents; and at the same time conducted statistics, assessed the damage situation and proposed support needs to promptly overcome the consequences.
However, according to the assessment of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Relief as well as through implementation at the grassroots level, the work of disaster prevention, search and rescue and disaster relief still reveals shortcomings and limitations that have not been completely resolved, such as: Awareness of prevention, response and remediation of incidents and natural disasters at some facilities, localities and people is still limited. The preparation and implementation of the "4 on-site" motto, especially the building of a shock force for disaster prevention and control at the grassroots level in some places is not complete, is still formalistic, and has not been effective. Some localities have key and vulnerable dike works and unsafe reservoirs, but the work of building and implementing protection plans has not received due attention; some disaster prevention and control works are under construction, but the preparation and approval of plans to ensure safety for construction works during the rainy and flood season are not in accordance with regulations and are not suitable for the actual situation...
