According to the Report presented by Minister of Public Security To Lam, through review, some points and regulations of these Laws have not met political, legal and practical requirements.
Therefore, it is very necessary to amend and supplement these Law projects in order to promptly institutionalize the Party's guidelines and policies, meet the requirements of the National Assembly and reform administrative procedures and digital transformation of the Government.
In that spirit, participating in the discussion group on the afternoon of May 27, Foreign Minister Bui Thanh Son said he supported the amendment and supplementation of these two draft laws.
With the hope that timely amendments and supplements will contribute to simplifying procedures, continuing to create more favorable conditions for Vietnamese citizens as well as foreigners to enter, exit, transit, and reside in Vietnam, Minister Bui Thanh Son said that in the context of Vietnam's highly open economy and increasingly deep integration, these will be specific, practical, and appropriate actions in the context of the world and the country promoting digital transformation.
Expanding the scope of electronic visa issuance and extending the entry time will create more favorable conditions for foreigners to enter Vietnam, especially in places where Vietnam does not have a representative office.
The amendment and supplementation of these laws should be more open in the context of Vietnam expanding international relations and integrating more deeply. That is the reason why the head of the Foreign Affairs sector proposed to consider and amend the regulation allowing representative agencies to decide on granting visas for some necessary or urgent foreign affairs cases for humanitarian reasons, on the basis of complying with the principle that representative agencies are responsible and notify the Immigration Department, Ministry of Public Security.
In addition, the Minister said that it is necessary to unify the principle of not having to invite, welcome, or sponsor foreigners entering the country for tourism or market research purposes because the issuance of electronic visas does not set out these requirements. If applied inconsistently, it will cause difficulties for representative agencies and may cause tourists to wonder and misunderstand...
Ensuring consistency in regulations on issuing e-visas and traditional visas is also a requirement set forth by the Government in Resolution 82/NQ-CP dated May 18, 2023 on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development.
The comments of the head of the Foreign Affairs sector came from the practical implementation of tasks of Vietnamese representative agencies abroad, closely following the spirit that National Assembly Chairman Vuong Dinh Hue stated at the opening session, that "delegates need to promote democracy, uphold the spirit of responsibility, focus on thorough research, discuss enthusiastically, contribute passionate, profound and quality opinions so that the decisions of the National Assembly truly accompany, support and create maximum convenience for people and businesses".
