Need to survey before eliminating Tran Dai Nghia and Amsterdam specialized secondary schools

The secondary school system in specialized schools has historical significance and positive effects, so it needs to be comprehensively evaluated and opinions of all parties surveyed before discussing its elimination, according to teacher Nguyen Van Ngai.

The news that the secondary school system of Tran Dai Nghia High School for the Gifted (HCMC) and Hanoi - Amsterdam High School (Hanoi) may stop the secondary school system has made many parents in the two big cities anxious in recent days.

According to the Ministry of Education and Training, this is because the Law on Education stipulates that specialized schools are only available at the high school level. In addition, the circular on specialized high schools also requires "not to organize non-specialized classes in specialized schools". Therefore, stopping enrollment is natural.

Responding to VnExpress, Mr. Nguyen Van Ngai, former Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that it is necessary to carefully consider the effectiveness and impact of the secondary school model in specialized schools. If it is necessary to maintain it, localities can propose special mechanisms.

- If we have to stop recruiting students at specialized secondary schools, how do you assess the impact?

- If we have to stop enrolling 6th grade students in the two specialized schools, after 4 years, the junior high school level will be eliminated in these two schools. To be objective and fair, I think we need to survey parents and students and get opinions from managers and education experts. The Ministry of Education and Training needs to clarify whether the existence of junior high school level in these two specialized schools has a positive or negative impact, and how beneficial or harmful it is, before considering whether to keep or eliminate it.

In case of having to stop enrolling in secondary schools, this needs to have a roadmap to avoid causing disruption and disappointment to parents and students. Removing secondary schools from the two specialized schools is also related to many factors such as teaching staff and facilities.

- How do you evaluate the existence of the junior high school system in specialized high schools?

- With nearly 40 years of experience working in the city's education sector, I believe that the training of the secondary school system in Tran Dai Nghia High School for the Gifted has many positive effects and meanings, as shown by the need of parents to send their children to study at the school. Every year, the school receives 3,000-4,000 applications while the quota is only about 500.

With a team of well-recruited teachers and good capacity, the school's secondary school students are guided to deepen and expand their learning content in addition to the main curriculum. Thanks to that, the output quality of the students is always among the best in the city. Many students are admitted to grade 10 of specialized schools or top high schools.

Tran Dai Nghia High School for the Gifted is also a place to effectively test many educational models before expanding them, such as teaching English intensively and teaching two sessions a day.

- Many opinions say that because of the existence of the secondary school system in specialized schools, it leads to exam preparation and racing to get into grade 6. What do you think?

- Besides the positive factors, the entrance exam for grade 6 of Amsterdam and Tran Dai Nghia specialized schools has created a competition in preparation. But this comes from the needs and desires of parents.

Many people let their children review from grades 3 and 4, leading to pressure to study and compete for achievements. These parents do not compete to get into this school, but they force their children to get into other prestigious and advanced schools. Recently, some secondary schools in Ho Chi Minh City have planned to recruit students for grade 6 by taking an aptitude test.

If parents have a relaxed mindset, let their children try their best, if they succeed then great, if they fail then they can go to a school near home, then there will be no pressure, pushing children into the cycle of studying and taking exams.

- Does maintaining junior high school level in specialized schools cause any obstacles to management and training, sir?

- This needs to mention the history of the school's establishment. Right from the first days of its establishment, Tran Dai Nghia High School for the Gifted had a junior high school and a high school system. This is the only public school in the city with two levels of education. After two years, the school was converted into a specialized school according to the decision of the city government. In which, high school is the specialized system, middle school is the non-specialized system. That means the school had a junior high school level before being converted into a specialized school. The model and operating apparatus have been stable for many years until now.

Previously, the secondary school system of Tran Dai Nghia Specialized School was the only school in the city that recruited students based on the ability test. Currently, some other secondary schools in Ho Chi Minh City also plan to recruit students for grade 6 similarly. Students who complete secondary school and want to continue to grade 10 must take an entrance exam and are free to choose a high school without any priority or constraints.

Therefore, I think that maintaining the junior high school level at Tran Dai Nghia High School for the Gifted will not cause any obstacles to management or create injustice for students from other schools.

Considering that the Law on Education and circulars and regulations do not allow the existence of a secondary school system in a specialized school, I think that Ho Chi Minh City can propose a special mechanism for Tran Dai Nghia High School for the Gifted. I think this option is better than separating the two systems into two independent schools, which is cumbersome in terms of procedures, assignment of activities, management, and personnel.
