Regarding this issue, reporters of the Journalist & Public Opinion Newspaper spoke with Senior Lieutenant General, Academician, Doctor Nguyen Huy Hieu - Member of the Party Central Committee of the 8th, 9th, and 10th terms; former Deputy Minister of National Defense to record his opinion.
+ Dear General, in the context of us promoting the cause of innovation, industrialization, modernization of the country, building Vietnamese people of the new era, in your opinion, what requirements are being posed in the issue of building a team of intellectuals in our country?
- First of all, it must be affirmed that knowledge is always the foundation of social progress in all eras. Especially in the current period, along with the rapid development of the 4.0 scientific and technological revolution, the intellectual team becomes a particularly important resource, creating sustainable strength for each country in the strategy of building and developing the country.
The recent 8th Central Conference of the 13th tenure reached a high consensus that it is necessary to issue a new Resolution on continuing to build a team of intellectuals and foster a stronger national spirit - I think this is very correct and public opinion strongly supports it.
To issue the Resolution, it is necessary to have a strategic advisory team to help the Party and State institutionalize the issue of training, fostering, and using Vietnamese talents. This advisory team must have typical "nuclei", those who have been "tested", experienced in training, in practical testing, have theory and practice, so that when the Resolution is built, it will soon come into life.
Because talent is the vitality of the nation, in the era of deep integration, rapid development of science and technology, it is necessary to have a team of intellectuals who master science and technology, contribute to breakthroughs in each field, and create momentum for the country's development.

+ There are opinions that our intellectual team building still has some “bottlenecks” such as the lack of breakthrough mechanisms and policies, especially policies to mobilize resources for training, fostering, attracting, rewarding, and honoring domestic and foreign intellectuals, especially elite intellectuals and leading scientists - that is one of the “barriers” to research and innovation. What does the General think about this issue?
- The important thing is what effect that intellectual class brings to society, to the country, to the nation. There must be a transformation from theory to practice in all fields, from military science, foreign affairs, economic development, society, agriculture, technology, culture...
We need to classify the current Vietnamese intellectual class, based on that reality, to have flexible incentives, suitable for each subject. That is, we must have incentives commensurate with people's talents and contributions, create an environment and favorable conditions for them to work creatively, to fully develop their talents and intelligence of individuals and groups.
I think that there should be no “leveling” in the policy of treating talented people; everyone cannot be the same. If there is “leveling”, it will lead to “blockage” and a “brain drain” in fields related to research and innovation. When intellectuals have contributed to the country, have undergone practical testing and have achieved results, they need to be treated and honored appropriately for those contributions.

+ So, according to the General, to attract and develop intellectuals in the current context, what issues do we need to pay special attention to?
- We must learn from the experiences of other countries in the world, and have a policy of treatment worthy of the contributions of the intellectual class. We must know how to promote the advantages and cultural traditions of the Vietnamese people, while at the same time absorbing the quintessence of the world to creatively apply to practical conditions in Vietnam. Vietnamese people are inherently very intelligent and perceptive, many of them are trained in countries around the world, in all fields... There must be a mechanism and policy of treatment for them to attract talented Vietnamese people working in all fields of the world; so that they can return to Vietnam to contribute to the construction and development of the country.
The more in the process of industrialization, modernization and deep integration of the country, the more we must promote the role of the intellectual team. We must research, select and filter the quintessence of the world, build a Vietnamese intellectual team on par with the times, on par with other countries in the world.

Continue to build a team of intellectuals in the new era In his closing speech at the 8th Conference of the 13th Party Central Committee, General Secretary Nguyen Phu Trong stated: The Conference reached a high consensus that the new situation and new requirements and tasks require the issuance of a new Resolution of the Central Committee on continuing to build the country's intellectual team, fostering a stronger national spirit, meeting the requirements of proactively and actively participating in the fourth industrial revolution, promoting the cause of innovation, industrialization, modernization of the country and cultural revival, building Vietnamese people of the new era. The Central Committee especially emphasized the need to innovate more strongly in both thinking and action in the direction of: Identifying Vietnamese intellectuals as a high-quality labor resource, a creative labor force, with the honor and duty to be pioneers, directly participating in the cause of innovation, contributing to building and developing the country; improving people's knowledge and human resources. Nurturing and training talents in all fields, making an important contribution to raising the intellectual level and strength of the nation, promoting the country's rapid and sustainable development; being a force with an important role in improving the quality of the alliance between the working class, the peasantry and the intelligentsia under the leadership of the Party; promoting the tradition of great national solidarity for the goal of a rich people, a strong country, a fair, democratic and civilized society. Building a strong intellectual team in both quantity and quality, with a reasonable structure, a suitable roadmap and steps, associated with promoting the role, responsibility and capacity of intellectuals in implementing goals, tasks and strategies for socio-economic development is the responsibility of the Party, the State, the political system, professional associations of intellectuals and the whole society. Respecting and promoting freedom of thought and academics, practicing democracy in creative research activities; making good use of talented people, elite intellectuals, and leading scientists is to create an environment, favorable conditions, and fundamental motivation to build and develop a team of intellectuals and promote the role, position, and dedication of intellectuals, truly worthy of being the national spirit. On the basis of high consensus in awareness, it is necessary to focus on prioritizing the building and perfecting of institutions and policies for the synchronous and comprehensive development of science - technology, culture, literature and art in association with promoting the role of intellectuals. Urgently build, promulgate and effectively implement appropriate policies and measures to innovate and further improve the quality of leadership and development of intellectuals. Create fundamental changes in training and fostering intellectuals; develop, attract, reward and honor intellectuals; create a favorable environment and conditions for intellectuals to start businesses and work creatively, promote the talents and intelligence of collectives and individuals of scientists. Promote the mobilization and diversification of investment resources for the construction and development of the intellectual team; promote responsibility, enhance the initiative and positivity of the intellectual team itself, consolidate and improve the quality of activities of professional associations among the intellectual team. |
