Implementing Resolution No. 18: High consensus on awareness and action
In his closing speech at the Conference, summarizing the results achieved and some tasks that need to be implemented in the coming time, General Secretary To Lam said that the Central Committee has high consensus on awareness and determination to implement the policy of summarizing Resolution No. 18 - NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; some suggested contents and orientations for Party committees, Party organizations, agencies and units to study and propose streamlining the apparatus of the political system.
The Central Executive Committee requires that the highest political determination in implementing the Central Executive Committee's policy on summarizing Resolution No. 18 is an especially important task, a revolution in streamlining and organizing the apparatus of the political system, requiring high unity in awareness and action throughout the Party and the entire political system.
Party committees, party organizations, agencies, units, all levels, all sectors, first of all, leaders and heads need to be exemplary, proactive and determined in performing assigned tasks in the spirit of "running and lining up at the same time", the Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; determined to complete the summary of Resolution No. 18 and report to the Central Executive Committee on the plan to arrange and perfect the organization and political system in the first quarter of 2025.
The General Secretary noted that the implementation process must closely follow the Party's principles, the Political Platform, the Party's Statutes, the Constitution, the Law and the realities; thoroughly grasp and consistently implement the principled requirements, ensuring the smooth and effective operation of the general mechanism of Party leadership, State management, and people's mastery.
Through organizational reform to harmoniously resolve relationships between Party agencies, the National Assembly, the Government, the judiciary, the Fatherland Front, and socio-political organizations based on this general mechanism.
The General Secretary requested that the review must be conducted objectively, democratically, scientifically, specifically, deeply, and receptively; implemented urgently but with caution and certainty, maintaining principles, absorbing opinions from practical reviews, experts, scientists, including foreign experience to propose streamlining the organizational apparatus, ensuring comprehensiveness, synchronization, and connectivity.
Clearly define functions, tasks, working relationships, operating mechanisms, and specific responsibilities on the basis of Party nature, rationality, and legality, ensuring smooth, effective, and efficient operations. Strictly implement the principle that one agency performs many tasks; one task is assigned to only one agency to preside over and take primary responsibility, thoroughly overcoming the overlapping of functions and tasks; and division of areas and fields.
General Secretary To Lam stated that the agencies and organizations that had been initially arranged must also be reviewed to propose again, resolutely eliminate intermediary organizations, and reform of the organizational apparatus must be closely linked to thoroughly grasping and effectively implementing policies on innovation in the Party's leadership methods, strong decentralization and delegation of power to localities, fighting waste, national digital transformation and socialization of public services.
Synchronously implement the streamlining of the organizational apparatus in conjunction with restructuring the staff with sufficient qualities, abilities, equal to the tasks, and reasonable staffing. Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in order to find people based on specific, measurable products; have an effective mechanism to screen and remove from work those who do not have enough qualities, abilities, and prestige; have policies to attract and employ people with outstanding abilities.
General Secretary To Lam requested that it is necessary to properly implement policies and regimes for cadres, party members, civil servants, public employees, and workers affected by the restructuring of the organizational apparatus.
Along with summarizing and proposing new organizational models, it is necessary to proactively review and perfect institutions and laws to ensure synchronous review, amendment and supplementation of Party policies and regulations to promptly and uniformly adjust legal provisions, procedures and regulations in work in each field.
Along with that, strengthen administrative procedure reform, ensure the most favorable conditions for people and businesses, contributing to improving people's lives.
The implementation of organizational arrangement and restructuring of the staff must be associated with ensuring good implementation of both important tasks, accelerating breakthroughs to carry out socio-economic tasks in 2024, 2025 and the entire term of the 13th National Party Congress, creating a foundation to bring our country into a new era; well preparing conditions for organizing Congresses at all levels and the 14th National Party Congress.
The General Secretary clearly stated the requirement that the new apparatus must be better than the old one and must be put into operation immediately, without interruption of work, without time gaps; without leaving areas or fields vacant; without affecting the normal activities of society and the people.
Based on the above principles and the direction of the Politburo that has been agreed upon by the Central Committee, agencies, units and localities continue to study and propose specific measures to streamline Party committees, ministries, ministerial-level agencies, agencies under the National Assembly, the Fatherland Front and socio-political organizations.
At the same time, proactively study the internal model of each agency after merger and consolidation; prepare personnel plans and review and adjust the functions, tasks, and working relationships of the new agencies and organizations to ensure effective and efficient operation immediately.
Party committees and organizations at all levels, especially leaders, especially Central Party Committee members, need to determine high political determination, make great efforts, and set an example in strongly and resolutely directing the departments, ministries, branches, sectors, and localities assigned to them.
“The task of streamlining the organizational apparatus is very difficult, sensitive, and complicated, directly affecting each individual in each organization. Therefore, it requires solidarity, high determination, courage, and even the sacrifice of personal interests for the common good. The implementation process needs to be monitored to detect and replicate good and effective practices, correct and promptly handle arising issues, and ensure implementation in accordance with the set goals, requirements, and progress,” the General Secretary emphasized.
The Central Executive Committee assigned the Politburo to direct the National Assembly Party Delegation; the Government Party Executive Committee; the Vietnam Fatherland Front Party Delegation; the Party Delegations and socio-political organizations; the Central Secretariat of the Ho Chi Minh Communist Youth Union; the Party Delegations and mass organizations assigned tasks by the Party and the State, and the Party Committees, Party organizations, agencies and units directly under the Central Committee to lead, direct and propose the arrangement and streamlining of the apparatus and staffing in agencies, units and organizations within the scope of leadership and management; to amend, supplement and promulgate new legal documents stipulating and guiding according to authority on the functions, tasks, apparatus organization and staffing of cadres, civil servants and public employees within the scope of leadership and management.
Along with that, draft regulations on functions, tasks, organizational structure, working relationships, working regulations of Party committees directly under the Central Committee, Party committees of ministries, agencies, units, and organizations after the reorganization; promulgate regulations on regimes and policies to ensure the rights, benefits, and interests of cadres, civil servants, public employees, and workers when implementing the reorganization and streamlining of the organizational structure; effectively carry out political and ideological work and regimes and policies for cadres, civil servants, public employees, and workers under the leadership and management scope affected when implementing the reorganization and streamlining of the organizational structure.
The Central Propaganda Department guides Party committees and organizations at all levels to do well in political and ideological work, directs media agencies to strengthen propaganda work, create high unity within the Party and the entire political system, and consensus among the people on policies, requirements, tasks, and streamlining the organizational apparatus in the new situation.
The Central Organizing Committee coordinates with relevant agencies to study, propose amendments and supplements to relevant regulations and statutes of the Party; coordinates with relevant agencies to advise on the arrangement of cadres according to their authority at agencies and units to streamline the organizational apparatus, proposes to streamline the organizational apparatus and staffing in agencies, organizations, localities and units under its management; drafts a Report of the Politburo to submit to the Central Executive Committee on the results of summarizing the implementation of Resolution No. 18 and the plan to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. Developing national energy infrastructure to meet the country's development requirements
