Female cadres participating in grassroots party committees: Increasing both quality and quantity

Turn difficulties into motivation

Comrade Hoang Thi Minh Phuong, Vice Chairwoman of Tan Long Commune People's Committee (Yen Son) grew up from the Women's Union movement. Having passed the commune civil servant exam, Ms. Phuong was given the opportunity to attend training courses and complete her diplomas and certificates to meet the job requirements. In early 2022, she was elected to the position of Vice Chairwoman of Tan Long Commune People's Committee. In Tan Long, the two Vice Chairwomen of the commune People's Committee are both female and both are in their 8Xs.

Ms. Phuong said: When she first started participating in management and administration work, interacting with people, especially the elderly, she could not avoid scrutiny and distrust. That made her work twice or three times harder than male staff.

In the new rural construction, Ms. Phuong was assigned to be in charge of the rural traffic infrastructure criteria. With flexibility, suppleness but no less determination, from 2021 to now, Tan Long has completed more than 20 km of rural concrete roads, intra-field concrete roads, by the end of this year will complete 4 bridges according to Resolution 55 of the Provincial People's Council and is expected to complete 2 more bridges in 2025.

Up to this point, in Thai Hoa (Ham Yen), comrade Quach Thi Minh Nguyet is the first female Party Secretary of the commune. Taking on the task at the right time when Thai Hoa is focusing on the goal of advanced new rural areas, and being an area with many key projects passing through, such as the Tuyen Quang - Ha Giang highway, comrade Quach Thi Minh Nguyet has worked with the commune's Party Committee to complete many tasks.

Ms. Nguyet said that one of the tasks that received a lot of consensus from the people and was more successful than expected was the rural road lighting program. In the early days of implementation, people also objected a lot. Ms. Nguyet went to each village, shared the benefits, as well as clearly analyzed the responsibilities of each person in joining hands with the commune to complete the criteria. Up to this point, Thai Hoa has completed 59 roads with a length of more than 52 km of lighting lines.

100% of villages in Thai Hoa have fully equipped cultural houses, the poverty rate has decreased to 5.88%, the rate of trained workers has reached nearly 77%...

Continue to review, plan, train and foster

According to the Provincial Party Committee's Organizing Committee, the work of female cadres has been paid attention to by Party committees and authorities at all levels in terms of planning, training, fostering, arranging, using and promoting. Particularly at the commune level, the total number of female cadres accounts for over 33%, of which 557 are commune Party Committee members, accounting for 28.88%; 1,006 are female members of the Commune People's Council, accounting for 33.62%. The province continues to pay attention to directing the synchronous implementation of solutions to create female cadres, ensuring a reasonable proportion and structure, closely matching each sector, each field, each locality so that female cadres have the conditions to strive, practice and mature, promote their capacity, commensurate with the role of women in the period of promoting industrialization and modernization of the country.

Comrade Ban Xuan Thuy, Deputy Head of the Organizing Committee of Ham Yen District Party Committee, said: By July 2024, the proportion of female cadres who are key leaders in communes and towns in the district will account for over 37%. Of which, 57 female cadres will participate in the Executive Committee, 10 female comrades will participate in the Standing Committee, and 10 female comrades will be Secretaries and Deputy Secretaries. According to Comrade Ban Xuan Thuy, the number of female cadres participating in grassroots Party committees up to this point has basically met the requirements of the task, many comrades have promoted their strengths, completed many difficult tasks in the locality, especially the work of mobilizing compensation and site clearance for key projects of the province, building new rural areas, mobilizing people to develop the economy, etc.

Preparing personnel for party congresses at all levels, the Organizing Committee of Ham Yen District Party Committee has advised the Standing Committee of the District Party Committee to issue documents for communes to continue reviewing and supplementing key cadres on the basis of closely following the guiding documents of the Central Government and the province, especially Project No. 15 of the Standing Committee of the Provincial Party Committee, ensuring the correct structure, age, gender and especially meeting the standards and requirements on quality.

According to the Provincial Party Committee's Organizing Committee, in order for the work of female cadres in the province to have breakthroughs, it requires the participation and determination of Party committees, authorities at all levels; and women's associations at all levels. At the same time, there must be efforts and struggles of outstanding female masses and female cadres themselves, because a high proportion of female party members will have a positive impact on the planning, training, fostering, appointment, and structure of female cadres in the area.
