This is an important content mentioned in the training conference on inspection and examination of the 2023 high school graduation exam of the Ministry of Education and Training held at Saigon University yesterday morning (June 1). The conference attracted representatives of 65 higher education institutions and 32 Departments of Education and Training from Da Nang and further south to attend.

Speaking at the conference, Lieutenant Colonel Nguyen Trong Thai, Deputy Head of the Department of Technical Affairs (Ministry of Public Security), said that cheating on exams is becoming increasingly sophisticated and complicated, so identifying, detecting and handling violations in exams is very important.
According to Lieutenant Colonel Thai, cheating on exams by using information technology equipment does not only occur among candidates but also among teachers, parents and those involved in important stages of the exam. While candidates intentionally bring prohibited devices into the exam room to transmit exam information to the outside, teachers participating in organizing the exam intentionally commit negative acts such as editing scores. For parents, the act of using technology equipment to intentionally and illegally interfere with computers to collect information about exam questions, exam preparation, transportation, and swapping of papers...
According to Lieutenant Colonel Thai, there are many methods to serve cheating. Notably, the use of sophisticated, super-small technological equipment in the exam room and the ability to connect to a phone SIM card to support calling and listening to the answers from the outside. These devices are designed to be disguised under many common objects such as ATM cards, pens, glasses, smart watches, etc.

Mr. Thai also said that the common characteristics of high-tech devices are that they look like common objects on the outside, and are designed to be compact and attached to those common objects. Candidates often bring headphones and transceivers into the exam room. Super small headphones the size of corn kernels or beans are inserted into the ear and use a wireless connection to the device. Headphones are so small that it is difficult for the examiner to detect them.
"Currently, smartphones have NFC near-field communication. This is a two-way wireless data transmission technology, independent of wifi, 3G, 4G waves. The device operates on the principle of transmitting and receiving radio waves, images, sounds, messages, data files back and forth in and out of the examination room. Information is transmitted to the test taker and transmitted back to the examinee... That is one of the basic reasons for requiring examinees to keep personal belongings at least 25 meters away from the examination room," Mr. Thai analyzed.
To help exam invigilators visualize high-tech cheating devices, the Deputy Head of the Department of Technical Affairs gave an example of smart glasses. "When a candidate wears these glasses, outsiders see them as if they were wearing normal glasses. But in the opposite direction, the candidate can see an image screen in front of him. The candidate can see it but others cannot see it," Mr. Thai said, and also pointed out some high-tech cheating devices disguised through smart bracelets and rings, and buttons secretly attached to the body. Writing pens can also have sim cards attached and operate with basic features like a mobile phone...
"These vehicles are sold on the market at many prices, from a few hundred or a few million, to a few tens of millions of dong. If a TS intentionally cheats, they are willing to spend money to buy them," said Mr. Thai.

Among the many solutions proposed, Lieutenant Colonel Nguyen Trong Thai emphasized feasible approaches to the high school graduation exam.
According to Mr. Thai, to recognize and prevent high-tech devices, it is necessary for exam invigilators to observe the characteristics of the device, psychological expressions and recognize abnormal signs of the examinee.
The first is to observe and check the characteristics of the items the candidate brings into the examination room; especially the surface of the items to identify any abnormalities and ensure that the items do not have speakers or headphones. For example, with a handheld calculator, in addition to the keyboard and screen, there should be no holes, no matter how small, in front. When checking an electronic watch, you need to look at the screen and signal bar. Regarding glasses, consider and observe the shape of the frame...
In addition, Mr. Thai said that it is necessary to observe the abnormal psychological manifestations of the candidates. "Cheating candidates always try to hide and show abnormal signs such as anxiety, nervousness, and unnaturalness. After receiving the exam questions, the candidates may mumble the questions, not concentrate while doing the test, showing expectations from outside...", Mr. Thai presented a hypothetical situation.

The Deputy Head of the Technical Department emphasized: "Exam supervisors play an important role in detecting the use of cheating devices. Along with training, selecting experienced exam supervisors with a high sense of responsibility is very important."
Speaking at the conference, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), also emphasized the coordination between the Ministry of Public Security and localities in effectively preventing the use of high technology to cheat in exams. Mr. Chuong said that the Ministry also revised some contents of this year's high school graduation exam regulations compared to the previous ones, also related to the use of information technology and communication equipment and software. For example, a new point added in this year's regulations clearly states that information transmission and reception devices must not be used in the exam supervision, grading, and review areas of the exam council, etc.

Mr. Huynh Van Chuong especially emphasized the role of localities in organizing high school graduation exams, specifically directing the implementation and taking full responsibility for the exam in the locality. Localities proactively have plans and fully prepare conditions to organize the exam.

Speaking at the conference on the morning of June 1, Deputy Minister of Education and Training Pham Ngoc Thuong especially emphasized the role of inspection and examination in organizing the 2023 high school graduation exam.
According to Mr. Thuong, inspection and examination work plays a key role because the highest priority of the exam is to ensure safety, seriousness and fairness. The viewpoint of inspection and examination work is mainly based on prevention and containment. To prevent, it is necessary to proactively develop plans, content and timing for carrying out this work. In particular, inspection is the focus, but supervision must be regular.
Every stage of the exam organization process needs to be monitored and controlled, from preparation to invigilation, marking, review and scoring.
Inspection and supervision must be carried out with the entire examination council, from the candidates to the service staff and even the chairman of the examination council. Mr. Thuong analyzed: "The subjects of inspection and supervision are not only students but also colleagues, some are even superiors of the inspection staff... so this work is very stressful. Therefore, I hope that teachers will pay attention to applying friendly methods that do not make the examination council too stressed but ensure that the principles and procedures are followed."
According to the Deputy Minister of Education and Training, those participating in inspection work need to have a firm grasp of the regulations. In addition to training content, they need to proactively study the regulations in case of incidents. "When teachers have a firm grasp of the regulations and inspection techniques, they will be very confident in performing their duties," said Mr. Thuong.
