According to the examination regulations announced by the Ministry of Education and Training, the formula for calculating high school graduation scores will change from 2025.
Specifically, the high school graduation score includes the scores of the subjects the candidate takes the exam; the average score of grades 10, 11 and 12, and priority and incentive points.

The formula for calculating high school graduation scores from 2025 will be divided equally in a 50-50 ratio between the graduation exam score and the average score of all three years of high school (report card score). In previous years, this ratio was 70-30, and academic results were only considered in grade 12.
According to the Ministry of Education and Training, increasing the rate of using transcript scores from 30% to 50% helps to more closely assess learners' abilities according to the new general education program (including many other abilities that graduation exams do not fully assess).
In addition, the report card scores of grades 10 and 11 are also used (with a smaller weight than grade 12) instead of only grade 12 scores as before. This change has the effect of promoting teaching and learning right from when students enter high school.
Regarding incentive points, the Ministry of Education and Training will no longer add points for vocational certificates for all candidates; and will no longer add points for IT certificates, foreign languages, and vocational secondary school certificates for candidates in the continuing education system. This content is to be consistent with the new general education program, and at the same time create equality because students graduating from both formal and continuing education systems are all granted the same type of graduation certificate.
With priority points, candidates will be added from 0.25 to 0.5 points if they are children of war invalids, sick soldiers, heroes of the people's armed forces, heroes of labor, ethnic minorities, people infected with toxic chemicals... Candidates will be added 1-2 encouragement points if they win prizes in competitions for excellent students at provincial level or higher, practical experiments, arts, sports, science and technology.
2025 is the year when the first batch of students following the new general education program will take their graduation exams. Candidates who have studied under the old program but have not yet graduated will take the exam with a separate topic.
Candidates who have graduated but studied under the old program, if they want to retake the exam for university admission, can choose the exam based on the old or new program.
The 2025 high school graduation exam is scheduled to take place on June 26-27. Compared to previous years, the 2025 high school graduation exam will have one less exam session and two fewer subjects.
Candidates will take 4 subjects, including 2 compulsory subjects (Literature, Mathematics) and 2 optional subjects (among the remaining subjects studied in grade 12 including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology).
