Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation and Comrade Nguyen Thi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council chaired the conference. Also attending were leaders of the Provincial People's Council committees, a number of departments, branches and localities.
At the meeting, in addition to the advantages of implementing the tree planting movement, delegates raised many difficulties such as the lack of funding for the movement. The care and protection of trees after planting in different places is not uniform, many green areas have not been cared for and protected, so the survival rate of green trees is low. The planning of green trees in each area is not good, so many types of trees have to be cut down after 5-10 years of planting to plant other types of trees, causing waste. The socialization of tree planting in each locality and area is not uniform, so the trees are not uniform, causing loss of aesthetics. The Forestry Law still has many shortcomings. The area of planted forests in Hai Duong is not large but the quality is low, not meeting the requirements of landscape and environmental protection...
Concluding the workshop, Chairman of the Hai Duong Provincial People's Council Le Van Hieu requested localities to immediately develop a project to plant and renovate trees to ensure consistency and longevity, while creating an environmental landscape. The selection of plants must be suitable and ensure low maintenance costs, and a preliminary estimate must be developed to submit to the Provincial People's Council for consideration and support for localities. All plants in areas, routes... related to public investment must have regular maintenance funds to ensure efficiency; plants in villages, hamlets, residential areas... must be assigned to people and organizations to care for so that the plants can grow and develop well. The agricultural sector needs to research and have specific directions on the types of plants in each area such as urban areas, along traffic routes, cemeteries... for localities, units, and enterprises, suitable for soil conditions and planting in the coming time. For plants along traffic routes planned for expansion in the coming time, it is necessary to plant short-term plants for exploitation. In some towns and streets of Hai Duong City, the locality has encouraged people to plant trees on balconies to create green landscapes. The Department of Construction and the Department of Agriculture and Rural Development need to find effective tree planting models to popularize, learn from, and replicate the models...
According to the Department of Agriculture and Rural Development, from 2015 to March 2024, the province has planted 11,131,060 trees. Every year, the tree planting results always meet and exceed the set plan. The Department has provided localities with more than 62,800 trees, reaching 0.56%. The total implementation cost of the entire period is more than 3.2 billion VND. On the three national highways 37, 38B, 17B and 25 provincial roads managed by the Department of Transport with a total length of both sides of the road of 1,156 km, the unit has planted 773 km of trees, reaching 47% for national highways and 71% for provincial roads.
The planning and planting of trees in the three urban areas of Hai Duong City, Chi Linh and Kinh Mon Town are guaranteed and higher than the standards and regulations on urban classification. The area and location of planting trees in the new urban area are basically consistent with the approved detailed construction planning. Trees are planted and cared for by project investors until acceptance and handover to local management. Urban areas have invested in infrastructure with a focus on planting trees, especially Hai Duong City with 18 parks and 106 types of trees.
