Today, I and my comrades in the Provincial Party Standing Committee are very pleased to attend the 19th Congress of Nghe An Provincial Trade Union, term 2023 - 2028, an important political event, a great festival for union members, workers, civil servants, and laborers in the homeland of beloved Uncle Ho. On behalf of the provincial leaders, I respectfully send the warmest congratulations to the invited delegates and 400 official delegates of the Congress.

Going back 93 years in history, under the leadership of the Communist Party of Vietnam, the working class of Nghe An, mainly the workers of Truong Thi - Ben Thuy, took the lead in the revolutionary struggle movement, contributing significantly to the outbreak of the Nghe Tinh Soviet movement in 1930 - 1931, a brilliant milestone in the golden history of the Vietnamese nation, an immortal heroic epic, representing the indomitable spirit of the homeland of Nghe An.
Promoting the tradition of "taking the lead" of workers at Truong Thi - Ben Thuy, the revolutionary tradition of the working class and the Vietnam Trade Union, Nghe An Provincial Trade Union has constantly strived, grown, and made important contributions to the cause of building and defending the homeland and country.
Looking back over the past 5 years, we are pleased to see that the content and methods of operation of the Trade Unions at all levels in the province have become increasingly diverse and innovative. The role of representing and protecting the legitimate rights and interests of workers has been promoted more clearly. The Trade Union has proactively coordinated to organize quality democratic conferences, workers' conferences, negotiate and sign collective labor agreements, contributing to building harmonious, stable and progressive labor relations in agencies and enterprises.
Emulation movements are widely organized in all fields, bringing practical results. Nghe An Trade Union is a typical unit of the country implementing the Program "75 thousand initiatives to overcome difficulties and develop" with more than 23,400 initiatives; in which many useful initiatives and innovations are applied, bringing tens of billions of VND in benefits to the collective.
In particular, when the Covid-19 epidemic broke out and spread widely in the community and in factories and enterprises in the province, many cadres, workers, civil servants and laborers of the province took the lead in participating in the fight against the epidemic, striving to overcome difficulties, sticking to production; implementing many meaningful and humane actions, shining a light on the spirit of solidarity, mutual support and affection in difficulties and hardships.
Through the movements, the trade union organization has been increasingly consolidated and expanded, 200 grassroots trade unions have been established, reaching over 130% of the term target. The rate of new union members has reached over 300% of the set target; the team of trade union cadres has become more and more mature and stable.
The results achieved by trade unions at all levels have made a very positive and important contribution to the overall development of the province. Many trade union groups and individuals have been honored and rewarded by the Party, the State, the Vietnam General Confederation of Labor, and all levels and sectors.
On this occasion, on behalf of the Provincial Party Standing Committee, I warmly congratulate and commend the outstanding achievements that you have made in the past term.
Dear all comrades!
In addition to the achievements, the trade union work and the movement of workers, civil servants and laborers in the province in the past term still have limitations as stated in the Political Report and the opinions expressed in the discussion. I propose that the Congress seriously absorb and deeply analyze to clarify the causes, especially the subjective causes of the shortcomings and limitations in order to propose effective solutions to overcome them in the new term.
I strongly agree with the goals, directions and tasks for the 2023-2028 term presented by the Presidium at the Congress and the speeches. I would like to emphasize and suggest a number of issues for the Congress to continue discussing, considering and deciding:
Firstly: The 19th Provincial Trade Union Congress took place at a time when the Politburo had just issued Resolution No. 39 on the development of Nghe An province to 2030, with a vision to 2045. Our province has also completed the submission to the Prime Minister for approval of the Provincial Planning for the period 2021 - 2030, with a vision to 2050. This is a political basis and a particularly important legal corridor for the development of the province in the short and long term. In particular, the goal is to determine that by 2030 Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Nghe An.
Therefore, along with continuing to propagate and disseminate the Party's guidelines and resolutions, the State's policies and laws to workers, civil servants and employees, trade unions at all levels must pay due attention to informing, communicating and supplementing new awareness for their members about the viewpoints, goals, targets, tasks and development solutions of the province in the new period. Thereby, spreading the spirit of innovation, in harmony with the development of the province, making greater efforts, greater responsibilities, more creativity, and making worthy contributions to the journey of realizing the province's development aspirations.
Second: With the established foundations, Nghe An has been and is an attractive and prestigious destination for large investors with global brands. In 2022 alone, the province ranked 10th in the country, and in the first 6 months of 2023, it ranked 8th in the country in attracting foreign investment (FDI). It is forecasted that the number of workers and laborers in industrial parks will increase rapidly, estimated to increase by about 80,000 to 100,000 workers in 2025. That brings favorable opportunities to continue expanding the province's Trade Union organization, while posing new challenges in uniting, gathering, representing, caring for, and protecting the legitimate and legal rights and interests of workers.
To complete this important task, in addition to the responsibilities of all levels, sectors and functional units, I suggest that all levels of the Trade Union pay special attention to grasping the thoughts, aspirations and needs of workers and labor relations in enterprises; continue to advise and accelerate the progress of social housing construction projects; build trade union institutions, improve the spiritual, material and health life of workers; accompany and support union members, workers and laborers to improve their education and vocational skills, especially focusing on improving professionalism, civilized behavior and respect for labor discipline - because this is one of the major limitations of the labor force in our province.
Third: Closely follow the characteristics and specificities of each force to select appropriate content and methods of operation, meeting practical requirements and the legitimate needs and aspirations of the majority of workers. With the administrative and career sector, where more than 88 thousand union members gather, it is necessary to promote and spread the spirit of creativity, integrity, and service to the people. In particular, focus on raising awareness of cultivating and training moral qualities and lifestyle; dedication and devotion to work; enthusiasm and responsibility in performing public duties; self-respect and strictness with oneself, contributing to creating clear and substantial changes in administrative reform - one of the bottlenecks that our province is determined to change, creating a competitive advantage in the development process.
In the business sector, focus on launching creative labor emulation movements; strengthen social welfare programs, contribute to caring for the material and spiritual life, ensure security, safety, welfare, and housing for union members and workers, especially union members and workers in difficult circumstances and female workers; build collective labor spirit and industrial style; support, advise, and promptly protect the legitimate rights of workers when they are violated.
Fourth: Focus on implementing a comprehensive digital transformation breakthrough in union activities, especially the application of digital platforms in propaganda, digitizing union member data; financial and asset management; digitizing in monitoring, supervising, analyzing, exploiting information and grasping the needs and aspirations of workers;...
Pay attention and grasp the situation early, from afar, from the grassroots, not to be passive or surprised; advise, propose, and coordinate with competent authorities to promptly resolve pressing issues and conflicts arising in labor relations such as wages, insurance, occupational safety and hygiene, etc.; absolutely do not let hostile forces take advantage to incite, divide, disrupt security and order, strike, and protest illegally, affecting the production activities of enterprises, the investment and business environment, and the image of the province.
Fifth: Strengthen training, fostering, and building a team of union officials with capacity, courage, professionalism, dedication, and closeness to the grassroots and workers. Actively participate in Party building and building a clean and strong political system. Have a voice and make valid proposals in building policies to protect workers from the strong impact of the Fourth Industrial Revolution and deep international integration.
I propose that Party committees at all levels strengthen leadership and direction over the activities of trade unions at all levels and the workers' and laborers' movement; Regularly listen to the legitimate thoughts and aspirations of workers, civil servants, and laborers to promptly provide direction and satisfactory solutions. Governments at all levels, departments, branches, and unions closely coordinate with trade unions at all levels, creating favorable conditions for trade union activities and the workers' and civil servants' and laborers' movement in the province to develop strongly and steadily in the coming time.
Dear all comrades!
An important task of the Congress is to elect the Executive Committee of the 19th Provincial Federation of Labor and the delegation to attend the 13th Congress of the Vietnam Trade Union for the 2023-2028 term. I request the delegates of the Congress to uphold their responsibility, promote democracy, and be wise in selecting comrades who are truly exemplary in terms of qualities, abilities, and prestige to participate in the new Executive Committee of the Provincial Federation of Labor. At the same time, select and elect outstanding delegates, representing the will, aspirations, and voices of more than 170,000 union members of Uncle Ho's homeland to attend and contribute to the success of the Vietnam Trade Union Congress.
On this occasion, on behalf of the Provincial Party Committee Standing Committee, I would like to express my sincere thanks for the valuable attention and assistance of the Presidium of the Vietnam General Confederation of Labor, the active support of the Labor Federations of localities across the country; I hope to continue to receive more support and companionship from you for Nghe An province as well as the trade union work and the workers' and laborers' movement of the province in the coming time.
