The Vietnam General Confederation of Labor has implemented Decision No. 217 of the Politburo (11th tenure) on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations, achieving practical results.

Representative of the Policy and Law Department of the Vietnam General Confederation of Labor delivered the opening speech at the workshop.

On the morning of November 8, in Da Lat city, Lam Dong province , the Vietnam General Confederation of Labor held a workshop to evaluate the results of 10 years of implementing Decision 217-QD/TW, dated December 12, 2013 of the Politburo (11th tenure) on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations.

At the workshop, representatives of the Labor Federations of provinces and cities presented papers and discussed and evaluated the results achieved in the process of organizing the implementation of Decision No. 217 of the Politburo; at the same time, pointed out the shortcomings, limitations and proposed solutions to improve the effectiveness of implementing Decision No. 217 in the trade union organization .

According to the assessment, through the implementation of Decision No. 217 of the Politburo, along with related resolutions and directives of the Central Committee, the role, position and responsibility of the Vietnam Fatherland Front and socio-political organizations in carrying out social supervision and criticism have been affirmed. This work is increasingly considered a key task of the Vietnam Fatherland Front and socio-political organizations, meeting the development requirements when entering a new era, the era of national development.

Over the past 10 years, trade unions at all levels have proactively developed plans, determined the content and methods of monitoring and social criticism seriously and systematically. During the monitoring process, when detecting violations of the law, trade unions promptly make recommendations to competent authorities for consideration and resolution, and at the same time supervise the resolution of those agencies.

Through supervision, social criticism , and soliciting opinions on a number of activities of agencies, cadres, party members, civil servants, and public employees, it contributes to improving the leadership quality of the Party and State, in accordance with the will and legitimate aspirations of the people and workers; helps party members, civil servants, and public employees see shortcomings, contributes to fighting and preventing moral and lifestyle degradation, contributes to enhancing the role of trade unions in representing and protecting the legitimate rights and interests of workers; promotes the right to mastery of workers, civil servants, and employees.

Over 10 years of implementation, trade unions at all levels have chaired and participated in more than 143,700 supervisions, with more than 408,600 written recommendations after supervision in many fields and contents; the supervised agencies, organizations and individuals have had 22,889 written responses.

Regarding social criticism, over the past 10 years, trade unions at all levels have chaired and participated in more than 79.7 thousand meetings on projects, draft laws, and decrees; there were more than 39.2 thousand written recommendations after criticism and more than 10.1 thousand written responses from agencies and organizations whose draft documents were criticized. Some opinions that were not unanimous were also explained or further considered for research by the drafting agency.

The Vietnam General Confederation of Labor requests that Party committees at all levels direct the linking of recommendations after supervision and social criticism with the assessment and classification of leaders to classify the emulation of leaders of supervised agencies and units.
