The draft amendment of the Ministry of Health proposes to add detailed regulations on the sale of drugs via e-commerce, emphasizing requirements for consultation and instructions on drug use before sale.
Specifically, online drug retail establishments must provide consultation via information technology equipment, and are only allowed to sell drugs after providing consultation and guidance to buyers.
This is to ensure that consumers receive full information on how to use the drug, avoiding the arbitrary use of drugs without expert guidance.
The Ministry of Health also requires online drug retailers to take measures to protect products during transportation, including using quality packaging, protecting product information, and preventing unauthorized access during delivery.
One of the important points in the draft Circular is the requirement that online drug stores must connect data with the pharmaceutical information system, ensuring control of drug origin, price and quality.
Along with that, online pharmacies must have a legal operating license and ensure a mechanism to strictly control information related to drug transactions.
Regarding transportation, the draft clearly stipulates requirements for preserving drugs during transportation, including maintaining product identification information and ensuring that drugs are not damaged or lost.
Drug transporters must also comply with strict storage and security requirements to avoid potential risks during the delivery process.
Currently, Vietnam allows the sale of non-prescription drugs online. However, many countries in the world have developed and are developing a model of selling prescription drugs online, but all apply very strict regulations to protect consumers.
In the United States, online drug sales are legal but must adhere to high security standards and require a valid prescription from a doctor. Online pharmacies such as GoodRx or Amazon Pharmacy offer drug search services and remote medical consultations.
Similarly, in the European Union, countries have strict regulations on the sale of prescription drugs over the internet. Online pharmacies must have a valid license and the EU symbol, and ensure the quality of drugs through supervision by national health authorities.
