At the conference, authorized by the Provincial Party Committee Standing Committee, Comrade Nguyen Manh Tien, Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Organization Committee, announced the Decision on appointing Comrade Nguyen Van Vinh, Deputy Secretary of the Party Committee, Head of the Party Building - Internal Affairs Department of Ha Nam Newspaper, Permanent Vice Chairman of the Ha Nam Provincial Journalists Association to hold the position of Deputy Editor-in-Chief of Ha Nam Newspaper.

Presenting the decision and giving a speech at the conference, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, requested that in his new position, Comrade Nguyen Van Vinh continue to promote his experience, capacity, and strengths together with the Party Committee, the Editorial Board of Ha Nam Newspaper; and the Executive Board of the Ha Nam Provincial Journalists Association to lead, direct, and organize the implementation of propaganda and mobilization work for cadres, reporters, and journalist members in the province in implementing the principles and goals of the local Party Committee's newspaper agency as well as the principles and goals of the Vietnam Journalists Association.
