The organization of Vietnam Book and Reading Culture Day aims to promote the value of books and reading culture in the system of educational and training institutions. The Ministry of Education and Training issued Document No. 1585/BGDĐT-GDTX to the Departments of Education and Training; universities, academies, colleges and pedagogical colleges on the organization of the third Vietnam Book and Reading Culture Day in 2024. Accordingly, the purpose of this organization is to promote the value of books and reading culture in the system of educational and training institutions; contribute to building a spiritual and cultural life, promoting the moral values ​​and traditions of learning of the nation. On the other hand, the document also requires the departments of education and training; Universities, academies, colleges and pedagogical colleges need to develop plans to implement activities of Vietnam Book and Reading Culture Day in accordance with the functions, tasks of the unit and practical requirements in a diverse and rich direction, combining traditional activities with modern organizational methods following the development trend of technology platforms and digital transformation.

Regarding the time of organization , the document clearly states that the focus will be on organizing a series of activities on Vietnam Book and Reading Culture Day from April 15, 2024 to May 1, 2024 with 4 messages: "Good books need readers"; "Precious books for friends"; "Giving good books - Buying real books"; "Good books: Eyes to read - Ears to listen". Regarding the organization method , the document clearly states that, first , organizing activities on Vietnam Book and Reading Culture Day in educational and training institutions; focusing on remote areas, remote areas, and areas with difficult conditions, in order to create a widespread and effective response from society; encouraging the participation of the community and parents of students as well as individuals and organizations interested in promoting reading for educational and training institutions; Second, organizing competitions, contests, games, exchanges, seminars, talks, and discussions to learn about books; Book reading and book review competitions; introducing book records; donating books and auctioning books; improving professional skills in library management and operation for school librarians. Launching a movement to circulate books, newspapers, documents and display and introduce books; building reading corners and libraries for learning together; encouraging parents to accompany and support movements to build classroom bookcases in educational and training institutions;
Third , strengthen school library activities, diversifying in form and rich in content such as: introducing books, reviewing books by topic, displaying books, exhibiting books, telling stories about books, reading books for fun, playing games about books, acting out plays based on books, writing commentary articles, writing reports, drawing pictures based on books, decorating book covers, dressing up as favorite characters, photo contests of favorite reading corners, film narration, etc., effectively implementing class periods and library reading periods, especially for primary school level; Fourth, promote the application of information technology, optimize technology platforms, digital transformation to contribute to improving the quality of library activities as well as reading activities of educational and training institutions; increase the use and exploitation of digital learning materials, electronic books and newspapers, electronic libraries, online libraries to meet the needs of cadres, teachers, employees and students in management, teaching and learning; Organize consulting, training and guidance activities on skills to search, exploit and use useful, safe and legally-compliant digital learning resources; Fifth, strengthen propaganda and communication of the significance of organizing Vietnam Book and Reading Culture Day; recognize, commend and promote collectives and individuals with many achievements in activities to build and develop a reading culture in educational and training institutions, encourage lifelong learning, and contribute to building a learning society; introduce and promote typical and exemplary models of management and organization of school library activities.
Regarding implementation, the Departments of Education and Training need to develop a plan to organize Vietnam Book and Reading Culture Day and guide educational and training institutions under their management to organize quality and effective activities in response to Vietnam Book and Reading Culture Day; universities, academies, colleges, and pedagogical colleges develop and implement a plan to organize Vietnam Book and Reading Culture Day in accordance with the specific conditions of the school, encourage staff, lecturers, and students to participate in activities in response to Vietnam Book and Reading Culture Day and report the results to the Ministry of Education and Training.
