Standing member of the Secretariat Luong Cuong has just signed and issued Conclusion No. 80 of the Politburo on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065.
One of the key contents requested by the Politburo is that Hanoi needs to arrange and distribute socio-economic development space according to the center-line structure of economic corridors, belts and development axes, associated with the mobilization and effective use of resources, regional linkages, cultural connections and digital space connections, science, technology and innovation.

In addition, strengthening regional connectivity, especially connectivity in terms of transport and logistics, to promote the strengths of the waterway, road, air and railway transport systems of the capital Hanoi, gradually narrowing the gap between Hanoi and other localities in the region and the whole country.
" Agree on the need to add dual-use functions to Gia Lam and Hoa Lac military airports; at the same time, research to establish a second airport. However, it is necessary to carefully study and calculate the suitability and impacts on the socio-economic situation of the capital and neighboring localities to determine the location of the second airport, ensuring efficiency and suitability with the development practices of the capital and the Red River Delta region ," the conclusion stated.
Along with this, the Politburo noted that Hanoi needs to prioritize early implementation of the development of the urban railway system.
According to the Politburo, regarding the proposal of the high-speed railway line on the North-South axis running through the center of Hanoi, through Hanoi station as proposed by the Government Party Committee, it is recommended to continue to carefully study and evaluate the feasibility, effectiveness as well as the suitability and synchronization with the Railway Network Planning.
According to the Politburo, Hanoi must identify environmental protection issues, handling environmental pollution in rivers, lakes, air..., planning waste and solid waste treatment areas to ensure science, safety and efficiency as urgent requirements that need to be focused on and prioritized.
At the same time, the capital needs to promote breakthroughs in infrastructure, prioritizing planning and construction of transport infrastructure and urban infrastructure systems, striving to complete the construction of 14 urban railway lines and ring roads, gateway intersections, and a bridge system across the Red River by 2035 to expand development space, enhance connectivity, and reduce traffic congestion.
The Politburo also noted the development of an integrated public transport system between bicycles, buses, and urban railways, along with a roadmap, mechanisms, and breakthrough policies for green transport transformation. At the same time, it is necessary to fundamentally solve the problem of clean water, wastewater treatment, and thoroughly handle the problem of flooding.
According to the conclusion of the Politburo, Hanoi must have a roadmap, mechanisms and policies to effectively relocate production and medical facilities that are not in accordance with the planning; move universities, headquarters of agencies and large enterprises out of the inner city; have a plan to expand development space to the north of the Red River; and at the same time, renovate and reconstruct the urban area to improve the quality, living conditions and safety of the people.
" Convert the functions of the headquarters of a number of ministries, branches, and large enterprises to prioritize the construction of museums, especially the Communist Party of Vietnam Museum at the Ba Dinh Political Center; cultural and creative spaces, public spaces, green parks, etc., " the conclusion stated.
