The roadmap and requirements for merging provinces and administrative units have been stated in Conclusion 127-KL/TW of the Politburo and Secretariat dated February 28, 2025.
Clear about goals, requirements and roadmap
Conclusion 127-KL/TW clearly stated that the research on the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units must be conducted objectively, democratically, scientifically, specifically, deeply, receptively, and closely following the practical situation; thoroughly overcoming overlapping functions and tasks, division in areas and fields, and cumbersome intermediate organizations; ensuring smooth, effective and efficient operations, enhancing the leadership and governing role of the Party, meeting the requirements of tasks in the new period.
At the same time, regarding the issue of provincial merger, Conclusion 127 requires that in addition to the basis of population size and area, it is necessary to carefully study the national master plan, regional planning, local planning, socio-economic development strategy, industry development, expanding development space, promoting comparative advantages, meeting development requirements for each locality and requirements, development orientation of the new stage... as the basis, scientific basis in the arrangement.
In organizing the government model, the Politburo and the Secretariat require clarifying the working relationship between local government levels (between provincial and communal levels); the vertical working relationship from the central to communal levels (between ministries, central branches, specialized departments and units and individuals in charge of each field), ensuring smooth, synchronous, interconnected, effective and efficient operations; clearly defining the conditions to ensure that communal-level governments operate effectively before, during and after the arrangement.
A very important content related to the policy of studying the merger of provinces is the time schedule. Regarding this content, Conclusion 127 requires the time frame of March 9, 2025 for the Government Party Committee to report to the Politburo for the policy before asking for opinions from Party committees and organizations at all levels.
March 12, 2025 deadline for receiving comments from the Politburo and Secretariat, completing the project and sending it to the Provincial Party Committees, Municipal Party Committees, Central Party Committees, agencies, organizations, and Central Party Committees for comments.

Regarding the issue of amending the Constitution, Conclusion 127 assigned the National Assembly Party Committee to preside over and coordinate with the Government Party Committee to direct the Party Committee of the Law and Justice Committee, the Party Committee of the Ministry of Justice and relevant agencies to study the amendment and supplementation of a number of articles of the Constitution within the scope of issues on the organization of the political system, and report to the Politburo in early March 2025 to submit to the Party Central Committee before April 7, 2025.
At the same time, the time for completing amendments and supplements to a number of articles of the Constitution is no later than June 30, 2025.
It can be affirmed that the contents related to the objectives, requirements, time schedule, and procedures for researching the merger of provinces and organizing administrative units have all been made public, transparent, ensuring compliance with the law, ensuring the leadership of the Party as well as ensuring democracy and openness in the development of projects.
Be alert to social media information related to provincial mergers
As usual, whenever the country has important events, social networks and individuals who boast of being “well-informed” “post” information in a manner that puts the cart before the horse, with the sole purpose of causing chaos, confusing information, distracting and distracting public opinion. Ultimately, it reduces people’s trust in the policies of the Party and the State, even causing misunderstandings, creating space for reactionary forces to distort those policies.

Even more harmful is that it creates an excuse and space for reactionary forces to exploit to distort the development policies of the Party and State, and sabotage the great solidarity bloc. At the same time, reactionary forces bring up “regional” and “religious” issues to manipulate public opinion, promoting anti-government arguments.
It is necessary to affirm that the policies of the Party and the State are extremely clear, public and transparent. All people can access those policies through official information channels to be able to clearly and correctly understand the policy roadmap from its formulation to its implementation. That is undeniable and cannot be distorted.
Those who take advantage of technology think they can take advantage of the universality of technology to gain advantages and positions in the information field. But in fact, there is "smartness" but no "wisdom". People now have the opportunity to access more, understand more clearly the policies of the Party and the State, and are more updated, more direct, and have enough strength and ability to distinguish and absorb official and legitimate policies, thereby consolidating and strengthening their trust in the policies and guidelines of the Party and the State. That is the essence of the problem.
Being alert and knowing how to filter out unofficial and non-official information, not only for information related to daily life but also for important national issues, is always a necessary habit for every citizen.
