Along with focusing on completing investment preparation, starting new and additional projects, taking advantage of favorable weather conditions, Binh Lieu district is focusing on construction, speeding up the completion of projects. Striving to ensure the disbursement rate according to the province's direction.

According to the adjusted and supplemented plan for 2024, the Binh Lieu District Construction Investment Project Management Board was assigned a total capital plan of over 483 billion VND to implement 13 transitional projects, 32 newly started projects and final settlement for 16 completed projects. By the end of October, the construction of completed projects had been implemented with a disbursement of nearly 210 billion VND, equal to 47% of the assigned public investment capital plan. Although some projects were allocated planned capital from the beginning of the year such as: Provincial budget capital to support the National Target Program; capital according to scoring criteria; provincial capital support extended from 2023 to 2024, all achieved a disbursement rate of over 60%, but still did not ensure the set target.
According to analysis of Binh Lieu district, along with site clearance work, the time to complete documents to prepare for investment in starting new projects, the prolonged rainy weather conditions throughout the year have greatly affected the organization of construction of projects. In particular, in addition to the impact of storm No. 3, from May to the end of August, Binh Lieu district recorded nearly 10 rainy days.

The project to renovate and upgrade Dong Tam Primary School (Ngan Vang Duoi School) is one of 32 new projects to start construction in 2024 in Binh Lieu district, but due to the weather, the project has been delayed. Mr. Nguyen Van Thanh, Site Manager, Hoang Van LLC, the project's construction unit, said: The project started in July, but at the right time in the construction area, there was prolonged rain and the steep terrain made it impossible to dig the foundations of the buildings. After the weather was favorable, the unit carried out construction day and night to compensate for the volume. We strive to put the project into use according to the instructions of the investor and Binh Lieu district.

For new projects with additional capital from mid-year under the Rural Transport Improvement and Upgrade Project for the 2024-2025 period, with a vision to 2030, 3 projects have completed investment preparation and construction. For example, the project to improve and upgrade the Khe Moi to Khe Tien road in Dong Van commune has completed over 50% of the work of widening the roadbed from 3.5m to 6.5m and over 80% of the large culvert work. The contractor is striving to complete the asphalt concrete pavement and put the project into use in December 2024.

Mr. Hoang Quoc Hoa, Deputy Director of the Binh Lieu District Construction Investment Project Management Board, said: Based on the assessment of subjective and objective causes in the organization of project construction and the progress of disbursement of public investment capital, the Project Management Board has requested contractors to take advantage of favorable weather conditions to mobilize more human resources to focus on construction to compensate for the slow progress. In particular, for canal projects, when people stop taking water, construction is organized immediately, and night shifts are arranged for traffic infrastructure projects.
With favorable weather conditions in the construction organization and the Project to renovate and upgrade rural traffic in the period of 2024-2025, with a vision to 2030, the design appraisal will be completed, bidding will be organized and construction will start in late November and early December. The disbursement rate of public investment capital in Binh Lieu district will certainly increase rapidly and ensure compliance with the province's direction.
