On the morning of August 1, the provincial working delegation led by comrade Tran Hong Minh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, inspected the field progress of the implementation of phase 2 of Provincial Road 208 Project, from Km 47+678 in Co Ngan commune (Ha Lang) to Km 86+37.19 in Chi Vien commune (Trung Khanh).
Also attending were Vice Chairman of the Provincial People's Committee Nguyen Trung Thao ; a number of departments, branches, units, Trung Khanh and Ha Lang districts.
Provincial Road 208 project is invested by the Provincial Traffic Construction Investment Project Management Board, with a total investment of VND 1,470 billion; the project was approved by the Provincial People's Committee to adjust the investment project in Decision No. 1162/QD-UBND dated July 7, 2021 (adjusting capital sources and project implementation time) and Decision No. 09/QD-UBND dated January 7, 2022 (adjusting the route plan through Thanh Nhat town, locally adjusting some sections to reduce site clearance costs). The project is divided into 2 phases.
The project started on October 28, 2022 (the 3 intermediate bridges on the route started on July 8, 2022). Currently, the handed-over site accounts for about 70% of the total length of the route. The project is focusing on constructing the roadbed and cross-road drainage culverts (except for sections of the route that are in natural forests). The roadbed completion rate is about 38% of the volume ; for the section with handed-over site, the roadbed completion rate is 90%, 7 km of the subgrade foundation has been constructed ; for the basic bridge item, the 3 intermediate bridges on the route have been completed, and some sections of the route have constructed a type II crushed stone aggregate foundation (reaching 7/33.56 km). By July 30, 2023, the disbursement was over 19 billion VND, reaching 5.46%.
Through actual inspection, the project still has some difficulties and problems in site clearance in some areas; resettlement plan in Thanh Nhat town; plan for natural forest exploitation before exploiting wood; supply of various types of stone materials for the project; location of the project's waste dump...
Concluding the working session, Provincial Party Secretary Tran Hong Minh requested the investor Urge contractors and construction units to mobilize more human resources and vehicles to take advantage of favorable weather to speed up the construction progress of Provincial Road Project 208 Phase 2 according to the set plan, ensuring technical quality. Departments and branches, according to their assigned functions and tasks, coordinate with localities and investors. Resolve difficulties and problems within the authority as prescribed.
Requesting Trung Khanh and Ha Lang districts and related units to resolve outstanding issues regarding site clearance, develop a forest exploitation plan according to regulations before exploiting timber in natural forest areas that have changed forest use purposes according to regulations, striving to complete the Provincial Road 208 Project Phase 2 before December 31, 2023. The two districts and related units must resolutely implement, increase construction machinery, resolve outstanding issues regarding site clearance, collect timber and hand it over to the province according to regulations. During the implementation process, propose solutions and measures to complete the project according to plan.
