Citizen Huynh Thi Kim Thoa presents petition
Attending the citizen reception were comrade Pham Van Tho, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; members of the Working Group assisting the Provincial Party Committee Secretary in receiving citizens; representatives of Thai Nguyen City leaders and relevant agencies and units.
According to the records, land plot No. 92, cadastral map No. 21, Group 9, Trung Vuong Ward, Thai Nguyen City, with an area of about 700 m2, was originally owned by Mr. Huynh Cong Ngoc and Ms. Chu Thi Thuy (the biological parents of Ms. Huynh Thi Kim Thoa, both deceased), and jointly purchased with Ms. Chu Thi Thanh Huong (Ms. Thuy's biological sister) before 1973. In 1984, the People's Committee of Bac Thai province reclaimed the entire area of the house and land of Ms. Huong's family and the house and land of Ms. Thoa's parents to build the Stadium. In 1984, the People's Committee of Bac Thai province issued a Decision to compensate for assets on the land and provide resettlement for Ms. Chu Thi Thanh Huong's family. As for the land and house left by Ms. Thoa's parents, the State has not yet provided land for compensation and resettlement.
Leaders of Thai Nguyen City People's Committee report on handling citizens' petitions under their authority
In 2024, the People's Committee of Thai Nguyen City issued a Decision to reclaim land to implement the Project of Building Headquarters for the Offices of Thai Nguyen Province, including reclaiming an area of 441.2 m2 from Ms. Huynh Thi Kim Thoa's family. At the same time, the People's Committee of Thai Nguyen City issued a decision to allocate 100 m2 of residential land (ODT) in Tuc Duyen Ward, Thai Nguyen City, with land use fees collected for Ms. Huynh Thi Kim Thoa's household. Ms. Thoa did not agree and filed a lawsuit in court.
On October 17, 2024, the People's Court of Thai Nguyen City issued a first-instance administrative judgment, requesting the People's Committee of Thai Nguyen City to be responsible for preparing and approving a compensation, support and resettlement plan for the above land plot No. 92 for Ms. Huynh Thi Kim Thoa's household in accordance with regulations. The People's Committee of Thai Nguyen City has taken steps in accordance with the provisions of the judgment. However, Ms. Thoa did not agree with the plan proposed by the city. In January 2025, Ms. Thoa submitted a petition to the Secretary of the Provincial Party Committee requesting the People's Committee of Thai Nguyen City to prepare and approve a compensation, support and resettlement plan for land plot No. 92, map sheet No. 21, Trung Vuong Ward, Thai Nguyen City for her family as requested.
Provincial Party Secretary Trinh Viet Hung gave a directive speech.
At the meeting, after directly listening to the opinions of citizens and advisory and support agencies, the Provincial Party Secretary concluded and directed: The People's Committee of Thai Nguyen City has implemented the first-instance administrative judgment of the People's Court of Thai Nguyen City; assigned the Thai Nguyen City Party Committee to direct the People's Committee of Thai Nguyen City to continue to strictly implement the effective judgment and current legal regulations; citizen Huynh Thi Kim Thoa is responsible for coordinating the implementation of the judgment according to regulations.
Citizen Huynh Thi Kim Thoa, along with representatives of Thai Nguyen City People's Committee and related units, conducted fieldwork at the resettlement plot in Tuc Duyen ward, Thai Nguyen city.
Immediately after the citizen reception, implementing the direction of the Provincial Party Secretary, the Thai Nguyen City Party Committee directed the Thai Nguyen City People's Committee to thoroughly resolve the citizen's petition according to regulations. In the afternoon of the same day, citizen Huynh Thi Kim Thoa accepted the compensation, support and resettlement plan according to the plan of the Thai Nguyen City People's Committee at the land lot in the residential area of Group 14, Tuc Duyen Ward, Thai Nguyen City; at the same time, committed to relocating and handing over the entire site before 5:00 p.m. on March 23, 2025 to serve the construction of the investment project for the socio-economic development of the locality.
