On January 24, Binh Trieu Traffic Police Team under the Traffic Police Department of Ho Chi Minh City Police (PC08) set up a checkpoint to check motorbikes that do not meet technical safety standards and carry bulky goods at Thu Duc wholesale market (Thu Duc City).
At around 9:00 a.m., the working group discovered PNT (born in 1985, from Dong Thap) driving a tricycle carrying many corrugated iron bars through the checkpoint with signs of violation, so they asked him to stop the vehicle for inspection.
During the inspection, the traffic police determined that T. was transporting goods exceeding the prescribed limit. The working group then made a record and handled the case according to regulations. T. said that he was on his way to deliver goods to a customer when he was inspected. The amount of money he received for the transportation was 300,000 VND.
T. said he was hired to transport goods for customers on a three-wheeled vehicle for 300,000 VND.
Even though he knew it was a violation and affected traffic safety, T. still did it. The reason T. gave was: "I can't not drive because there are not always customers hiring me, that's life."
In addition to being fined, T. was forced to unload the goods from the vehicle, then transfer them to another truck to continue delivering to customers.
Also during the inspection on the morning of January 24, the traffic police discovered Mr. LVH (born in 1974) driving a motorbike towing another vehicle without signal lights, no brake system, and no rearview mirrors. When checked, Mr. H. was also unable to present the vehicle registration or driver's license.
Currently, Mr. H. sells seafood in the wholesale market area. He bought this car and added a trailer behind it to transport goods.
When the traffic police wrote him a ticket, Mr. H. appeared confused. Mr. H. said that he had been fined many times by the traffic police for transporting bulky goods on a homemade motorbike by attaching a trailer to the back. However, because he came from the countryside to work in Ho Chi Minh City, his circumstances were difficult and he could only make a living by riding this motorbike.
When working with the authorities, Mr. H. explained his situation and said that because of his difficult life, he still violated the law.
The authorities have drawn up a ticket and temporarily detained Mr. H's vehicle. With the above violations, the traffic police said they will give Mr. H time to supplement his documents. The administrative fine for Mr. H is about 1 million VND.

The front of the homemade car was left with only the old, dilapidated frame.
According to Ho Chi Minh City Police, in 2023, PC08 detected and handled 2,604 cases of three-wheeled vehicles violating traffic safety standards. For motorbikes that do not meet traffic safety standards, 19,317 cases of violations of transporting bulky goods were detected; 3,566 cases of not having lights, horns, or brakes; 2,307 cases of not having vehicle registration papers; and 59 cases of using fake license plates.
During the peak of the 2024 Lunar New Year, the authorities will continue to organize and increase the number of personnel to carry out the task of handling vehicles that do not ensure technical safety.
Accordingly, the authorities will proactively monitor the situation in traditional markets, bus stations, warehouses, construction material stores, beverage stores, routes, and border areas with complicated traffic order and safety issues related to the operation of three-wheeled motor vehicles, old and dilapidated vehicles, and homemade vehicles to arrange traffic police forces to strengthen inspection and handling of violations. Review points and facilities that repair and renovate vehicles in violation of regulations to arrange forces to inspect and handle.
The campaign to strictly inspect and handle violations will help reduce the number of traffic accidents related to the transport of bulky goods, ensuring traffic safety for people during the 2024 Lunar New Year.
