Closing the 22nd session (special session) of the 13th Provincial People's Council

* Provincial People's Council passed 13 Resolutions

(BD) - After a working session with a spirit of urgency, seriousness, positivity, and high responsibility, at noon on March 21, the 22nd Session (the 14th thematic session in the term), the 13th Provincial People's Council completed all the contents and programs set out and was a great success.

At this Session, the Provincial People's Council reviewed, discussed and unanimously approved 13 Resolutions, including important Resolutions such as: Adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025 and adjusting and supplementing the public investment plan for 2025, aiming to focus priority resources on key and urgent projects and works, creating momentum to promote socio-economic growth of the province; amending and supplementing Resolution No. 47/2019/NQ-HDND of the Provincial People's Council on promulgating the Price List of land types implemented in 2025 to resolve and remove bottlenecks in compensation and site clearance work and to be close to the actual situation, ensuring the interests of the State, enterprises and people; List of works and projects for which the State recovers land to implement socio-economic development projects for national and public interests and list of works and projects for changing land use purposes (supplemented) in the province, in order to promote and use land effectively, in accordance with the provisions of law and a number of other important resolutions.

Provincial Party Secretary, Chairman of the Provincial People's Council Ho Quoc Dung delivered a closing speech at the 22nd Session (14th thematic session of the term), 13th Provincial People's Council.

The meeting also heard Chairman of the Provincial People's Committee Pham Anh Tuan report on the results of implementing socio-economic development tasks in the province in the first 3 months of the year and the plan to implement tasks, plans and targets for socio-economic development in the province in 2025; the plan to implement key projects in the province in 2025 and the period 2026 - 2030; the plan to implement activities to celebrate the 50th anniversary of Binh Dinh Province Liberation Day (March 31, 1975 - March 31, 2025).

In his closing speech at the meeting, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that our province is at a very important moment in history, at the same time having to carry out two very important tasks. Firstly, it is necessary to accelerate the implementation of socio-economic development tasks to develop the economy at a double-digit rate with the whole country in the period of 2026 - 2030, in 2025 alone, our province must achieve a growth rate of over 8.5% according to the Resolution assigned by the Government. Secondly, it is necessary to carry out the second phase of the revolution to streamline the political apparatus in accordance with the direction of the Central Government, building a two-level local government (province and commune).

“At the same time, we are doing two extremely difficult tasks in parallel, in conditions of running, queuing, and working at the same time. Therefore, it requires the efforts of all levels and sectors, and the support and consensus of the people. And the resolutions passed by the Provincial People's Council at this session are an important legal basis for implementing those urgent and pressing contents,” said Secretary of the Provincial Party Committee Ho Quoc Dung.

The Chairman of the Provincial People's Council requested that immediately after the end of the session, the Provincial People's Committee and the Chairman of the Provincial People's Committee direct all levels, sectors and localities to focus on organizing and implementing with a proactive, creative, drastic and synchronous spirit to ensure that the resolutions of the Provincial People's Council come to life and achieve practical results. Be proactive in organizing and implementing the Central's policies on rearranging and organizing the apparatus in the political system from the province to the grassroots level, ensuring that the activities of agencies and units after the rearrangement ensure quality, do not interrupt work, do not leave vacant areas and fields and do not affect the normal operations of agencies, units, organizations and people.

“The streamlining and reorganization of the apparatus will select cadres with enough virtue, talent, capacity and ability to carry out the tasks. Of course, in this revolution, there are still many people with concerns, but we must be united and comply with the policies for the common development of the country. As long as there is one day left, we will continue to contribute, continue to work, and always be proud of what we have contributed to our homeland Binh Dinh,” said comrade Ho Quoc Dung.

The Provincial Party Secretary and Chairman of the Provincial People's Council also assigned the Standing Committee of the Provincial People's Council, the Provincial National Assembly Delegation, the People's Council Committees, the Delegation Groups and the Provincial People's Council delegates to thoroughly grasp and study the Law on Organization of Local Government and the Law on Promulgation of Legal Documents, which were recently passed by the 15th National Assembly on February 19, 2025; proactively advise and contribute ideas to the National Assembly, propose to the Provincial People's Council to amend, supplement or promulgate mechanisms and policies within its authority to remove "bottlenecks", propose "breakthrough" solutions, and unblock resources to build and develop the province, together with the whole country, entering a new era, an era of national growth. Continue to promote the sense of responsibility, actively supervise the implementation of the resolutions of the Provincial People's Council so that the resolutions can truly come into life and be effective.

The Provincial Vietnam Fatherland Front Committee and socio-political organizations of the province thoroughly grasp the Central's direction on streamlining the political system apparatus and operating effectively and efficiently from the province to the grassroots level; through activities, strengthen propaganda and mobilize people to well implement the Party's guidelines, the State's laws and policies and the Provincial People's Council's Resolutions in all fields. Actively participate in patriotic emulation movements, contributing to the successful implementation of the province's socio-economic development goals; well perform the supervision and social criticism functions of the Vietnam Fatherland Front in participating in government building.

13 RESOLUTIONS PASSED BY THE 13TH PROVINCIAL PEOPLE'S COUNCIL AT THE 22ND SESSION:

1. Resolution confirming the results of dismissal of members of the Provincial People's Committee for the 2021 - 2026 term.

2. Resolution confirming the results of the election of additional members of the Provincial People's Committee for the 2021 - 2026 term.

3. Resolution on termination of duties as a Provincial People's Council delegate for the 2021 - 2026 term.

4. Resolution on adjusting the state budget estimate for 2025.

5. Resolution on adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025.

6. Resolution on adjusting and supplementing the public investment plan for 2025.

7. Resolution on extending the time for arranging capital to implement projects using local budget capital.

8. Resolution on supplementing the list of land plots for bidding to select investors to implement investment projects using land in Binh Dinh province.

9. Resolution amending and supplementing Article 1 of Resolution No. 47/2019/NQ-HDND dated December 13, 2019 of the Provincial People's Council promulgating the 5-year periodic price list of land types (2020 - 2024) in Binh Dinh province.

10. Resolution on adjusting and supplementing the list of works and projects for which the State will reclaim land to implement socio-economic development projects for national and public interests and the list of works and projects on changing the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land in 2025 in the province.

11. Resolution on the policy of converting forest use to other purposes.

12. Resolution amending and supplementing capital allocation for departments, branches and sectors to implement the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas of Binh Dinh Province for the period 2021 - 2030, Phase I: from 2021 to 2025.
