On December 24, the Investigation Police Agency of Binh Chanh District Police prosecuted and temporarily detained Le Ngoc Quy (born in 1984, residing in Dong Nai province), Nguyen Van Don (born in 2006, residing in An Giang province), Lam Van Be (born in 1985, from Ca Mau province), and Duong Thanh Tuan (born in 1992, residing in Tien Giang province) for the crime of disturbing public order.

Initial investigation results determined that at noon on November 18, Quy was driving a truck carrying his assistant Don on Dinh Duc Thien Street, heading from Long An Province to National Highway 1. At this time, driver Tran Tuong Vi (born in 1987, residing in Tien Giang Province) was driving a truck carrying Be and Tuan (assistant driver) in the same direction, colliding with the windshield of Quy's vehicle.
Quy drove over and asked Vi to get out to talk, leading to a conflict. Authorities determined that Quy, Don, Be and Tuan were holding iron bars and picking up concrete blocks from the side of the road, rushing into a fight, causing chaos.
Upon receiving the report, local police arrived at the scene and took 4 people to the station to take statements and clarify the violations.
