Uncertainty over 'collapsed building' in the middle of a livable city

TPO - The land planned by Da Nang City to be a 14-storey commercial service area in Group 9, My An Ward, Ngu Hanh Son District has not been implemented for more than 20 years. Due to the long-standing "suspended" planning project, people here are having to live in cramped, damp, seriously degraded houses, unable to move or stay.
Group 9, My An Ward, Ngu Hanh Son District, right at the intersection of Ngo Quyen - Ngu Hanh Son - Nguyen Van Thoai Street, is a bustling and bustling area of Da Nang. However, for more than 20 years now, about 20 households here have been living in dilapidated, seriously degraded houses. They are not allowed to build, repair, or expand because of project planning but have not implemented it.
Nguyen Van Thoai Street faces the bustling T20 beach, bustling with trade and business, but inside Alley 6/12 Nguyen Van Thoai is a completely different life, with dilapidated, damp houses, and people having to live in a polluted environment.
The dilapidated, old houses were damaged but could not be repaired. Local people said that since 2000, households in Group 9 received notices from the government about the planning and land acquisition policy to implement the Commercial Service Land Project. By around 2016, the authorities had organized measurements, inspections and implemented compensation prices for households. However, only a few households on the front of Nguyen Van Thoai Street received compensation and clearance money, while the houses behind remained quiet for many years.
The Commercial Service Land Project has been suspended for many years, causing many houses to deteriorate, become damaged, and become unrepairable.
Mr. Nguyen Van Huyen is a resident of Group 9, My An Ward. Mr. Huyen said that people are looking forward to the project being implemented soon so that people can be compensated and resettled to escape the miserable life in cramped, damp, and dilapidated houses.
In a cramped house for 7 people to live in, Mr. Huyen has to make use of every corner to store things.
Residents said that living cramped in the center of the city is very inconvenient and unsafe. Many times, residents petitioned the government to soon implement the project, but so far there has been no movement.
Mr. Huyen is fed up with living in a dilapidated house that cannot be repaired or rebuilt. To have a place to sleep, he has to add a bed in the living room and use the porch roof to have a place to sleep. "When it rains, it leaks and is damp. In the dry season, it is impossible to stay indoors because it is too hot. People just hope to receive adequate compensation soon and be resettled so they can move out and end their days of living in insecurity and misery," said Mr. Huyen.
Next door, the house of more than 100 square meters of Mrs. Huynh Thi Thanh's family (71 years old) has also been degraded for many years. The family of 10 people including the wife and children of her two sons Nguyen Chanh Loc and Nguyen Chanh Tho are currently living in the same house.
Mrs. Thanh’s house has deteriorated and is damaged in many places but cannot be repaired because it is being planned for a project. To have a place to live for her children and grandchildren, her family had to divide it into 3 rooms, each less than 30 square meters, to serve as a living space for her two sons and to have a place to cook, live, and sleep.
The room of Mr. Nguyen Chanh Tho's family (Mrs. Thanh's son) is cracked and about to collapse. Mr. Tho said: Living here is very miserable, stuffy and polluted, with dangers lurking, but the family has no other choice because the project has been waiting for a long time but has not been implemented.
The family's kitchen is used to store all the utensils and cooking equipment. "The biggest worry is that during the rainy and stormy season, houses can collapse at any time. I hope the project will be implemented so that people will no longer have to live in misery," said Tho.
The family's 30m2 room serves as a place for studying, eating, and living for the whole family in a damp, cramped space. "I'm old, I just feel sorry for my grandchildren studying in a cramped and hot place. While waiting for the project to be implemented, I can only encourage my children and grandchildren to stay and wait," said Mrs. Thanh.
Mr. Nguyen Chanh Tho and his son in a room of less than 30 square meters arranged by his mother for his family (including his wife and 2 children). Recently, at a meeting with voters of the National Assembly Delegation of Da Nang City, representatives of the people of Group 9, My An Ward expressed their frustration and petitioned the authorities of Ngu Hanh Son District and Da Nang City to consider and resolve the issue.
People petitioned the government that if the project continues, it should pay attention to and resolve resettlement issues and support people to settle down in new places. If the project is terminated, it should be clearly announced so that people can repair their houses and stabilize their lives because the project has been suspended for more than 20 years.
Responding to the people's petition, the leader of Ngu Hanh Son District People's Committee admitted that the project had taken too long and that the people's complaints were correct. According to the leader of the district People's Committee, this is a land area planned by the city as a 14-storey commercial service area, so the land will be reclaimed and auctioned.
The leader of Ngu Hanh Son District People's Committee also said that according to the plan, in 2025, the clearance of households here will be completed, of which the majority of households will be completely cleared, only a few households will be partially cleared.
