On the other hand, erratic weather has severely affected the revenue of agricultural and industrial crop production units, leading to difficulties in collecting social insurance, health insurance, and unemployment insurance.
Along with that, the awareness of compliance with the law on social insurance and health insurance of some employers and employees is still limited. The assigned targets for the plan to collect and develop voluntary social insurance participants are high compared to the actual potential in the area. The income level of a part of the people in the area is still low, so the number of participants in voluntary social insurance and family health insurance is still limited, not attracting a large number of people to participate...
Faced with these difficulties, Tam Diep City Social Insurance has made efforts to implement professional solutions, promote administrative reforms, ensure the rights of participants and beneficiaries, and strive to complete the assigned targets and plans for the year. In particular, focusing on implementing propaganda and mobilizing people to participate in insurance, strengthening collection and developing participants in social insurance, health insurance, and unemployment insurance.
The City Social Insurance Agency identifies the collection and development of social insurance, health insurance and unemployment insurance participants as an important political task in expanding coverage, moving towards the goal of social insurance and health insurance for all people. The City Social Insurance Agency has actively, proactively and resolutely implemented synchronous solutions to develop participants; urged collection and reduced late payment of social insurance, health insurance and unemployment insurance to complete assigned targets and tasks. In particular, closely coordinating with the Tam Diep-Yen Mo Regional Tax Department, regularly reviewing, analyzing and comparing data provided by tax authorities with managed data to determine the number of employees who are subject to compulsory social insurance but have not participated, implementing solutions to urge the development of compulsory social insurance participants.
The City Social Insurance has advised the Steering Committee for the implementation of the City Social Insurance and Health Insurance policies to develop programs, exploitation plans, and development targets for social insurance and health insurance participants in 2023 for the People's Committees of wards and communes, and collection agency service organizations; clearly assigning people and responsibilities of each officer in the units in implementing the motto "Going to every alley, knocking on every door, checking every person" to identify potential subjects, organizing propaganda, mobilizing, and persuading people to participate in voluntary social insurance and family health insurance, ensuring no renewal slippage, and exceeding the assigned plan targets.
Ms. Ta Thi Ha, the Service Team of the Women's Union of Bac Son Ward, shared that in order for people, especially female members, to understand and actively participate in voluntary social insurance and family health insurance, we are interested in learning, updating and grasping changes in social insurance and health insurance policies, thereby actively mobilizing, propagating and guiding people and women to understand and believe in the social security regime and policies of the Party and State.
Propaganda is carried out in a variety of ways, included in plans and association meetings for propaganda and mobilization. Thanks to the promotion and mobilization work, many people have clearly understood the meaning and necessity of insurance for themselves and their families, and have actively participated.
Ms. Tran Thi Mai, Trung Son Ward said: I was informed about the meaning of voluntary social insurance, later when I reach retirement age, I will have a pension, and receive health care with a free health insurance card. So even though my income is not high, I try to save and contribute nearly 1 million VND each month to buy voluntary social insurance. Up to now, I have participated for more than 3 years and feel secure with the regulations when participating in insurance which are clearly and transparently stated, currently the number of years of payment is being considered to reduce from 20 years to 15 years...
Tam Diep City Social Insurance also assigned specialized collection officers to regularly follow up with social insurance participating units to review, inspect, urge collection and develop subjects. At the same time, promptly remove difficulties and obstacles that affect the collection progress; apply solutions such as: Reconcile debt amounts and regularly notify collection urging for units with debts of 1 month or more, quarterly assign leaders and officers in the Debt Collection and Development Teams for Social Insurance and Health Insurance participants to directly go to units and enterprises to check with annual tax data, provide professional guidance and urge payment status...; conduct urgent urging and inspections for units with social insurance arrears of 3 months or more.
As a result, as of mid-December 2023, the number of compulsory social insurance participants in the city was 12,082, reaching 91.7% of the assigned plan; the number of voluntary social insurance participants was 1,626, reaching 85.5% of the plan; the number of unemployment insurance participants was 11,722, reaching 91.6% of the plan; the number of health insurance participants was 57,039, reaching 94.8% of the plan. The revenue as of December 13 was VND 276,536 million, reaching 85.6% of the assigned plan, and it is estimated that the assigned plan will be completed by December 31, 2023.
Payment of benefits to employees and health insurance participants is carried out correctly, sufficiently and promptly. As of mid-December 2023, the city's Social Insurance has paid social insurance and health insurance benefits with a total amount of VND 42,772 million, estimated to be VND 44,792 million by December 31, 2023. Social insurance expenditure from the State budget, accumulated to December 31, 2023, is VND 174,190 million; expenditure from the social insurance fund, accumulated to December 31, 2023, is VND 321,637 million.
According to Mr. Pham Quang Chung, Director of Tam Diep City Social Insurance, the tasks in 2024 are still difficult and heavy. In order to effectively carry out the collection and development of subjects, Tam Diep City Social Insurance will promote propaganda, dissemination and legal education on social insurance policies, unemployment insurance, raise awareness and responsibility of employers, employees and people in the area. At the same time, strengthen propaganda, promote the role and responsibility of Party committees, authorities, cadres, party members and people of all walks of life on the policies and benefits of social insurance in general and voluntary social insurance in particular.
Assign staff to closely follow the grassroots, actively inspect, urge and take timely measures for units with outstanding social insurance debts. Assign specific targets to each staff member, each collection agent, each commune and ward to include in the quarterly and annual assessment and classification criteria. Regularly inspect and supervise the management of subjects, payment of pensions and social insurance benefits, especially inspect and supervise the authorization to receive benefits on behalf of subjects. Have a plan to train professional skills for social insurance officers from the city to the grassroots, commend and encourage collectives and individuals who do well, as well as promptly handle violations and shortcomings, ensuring that all social insurance activities in 2024 of the city achieve the highest results.
