Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently" chaired the 4th meeting of the Steering Committee.
On the afternoon of December 17, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently" chaired the 4th meeting of the Steering Committee.
Also attending were members of the Politburo, members of the Party Central Committee, Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies, and members of the Steering Committee.
At the meeting, members of the Steering Committee continued to give opinions to complete the Report of the Government Party Committee on the implementation of Resolution 18, including the issue of naming some ministries after the merger, and the arrangement plan and organizational model of some agencies and units.
In particular, the Steering Committee spent a lot of time discussing and giving opinions on policies and regimes for cadres, civil servants, public employees, and workers in the process of streamlining the apparatus of the political system.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the principle that the construction of regimes and policies must ensure fairness, humanity, harmony and reasonable correlation between subjects to stabilize life and ensure the rights and legitimate interests of cadres, civil servants, public employees and workers.
Regimes and policies must be consistent, inheriting previous policies and being superior to current policies; the spirit is not to sacrifice progress, social justice, and social security to pursue mere growth, people's lives must be increasingly prosperous and happy, each year higher than the previous year, leaving no one behind.
The Prime Minister noted to continue perfecting incentive policies for those who quit their jobs immediately after restructuring and organizing the apparatus, in accordance with the conditions and circumstances of the country.
Policy making must be associated with the responsibility of the heads of agencies, organizations and units in assessing, screening and selecting candidates for resignation, in conjunction with the goal of streamlining staff, restructuring and improving the quality of cadres, civil servants and public employees; improving the leadership capacity and fighting strength of Party organizations and Party members.
At the same time, the arrangement of the organizational apparatus needs to pay attention to retaining cadres, civil servants and public employees with capacity, qualities, health, experience and enthusiasm, and is associated with implementing policies to attract talented people to the public sector.
Assigning Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Steering Committee, to continue to directly direct the completion of reports and submissions to competent authorities, the Prime Minister also noted the need to design policies that are easy to understand, easy to calculate, easy to remember, and easy to implement; at the same time, continue to do a good job of ideological work, information work, and propaganda on this content.
