On March 14, the inspection team of the Ministry of Education and Training (MOET) led by Deputy Minister Pham Ngoc Thuong worked with the Department of Education and Training of Thai Binh on the implementation of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning (Circular 29).


Attending the meeting were leaders of the Department of Education and Training, Departments of Education and Training, Principals of high schools, representatives of some primary and secondary schools in Thai Binh province.

No violations of extra teaching and learning have been detected.

Reporting on the implementation of Circular 29, Director of Thai Binh Department of Education and Training Nguyen Ngoc Ha said: From February 14, 2025, extra teaching in schools will be carried out byeducational institutions in accordance with Circular 29. Following the direction of the Department of Education and Training, educational institutions have proactively adjusted extra teaching and learning plans in schools to ensure the right subjects and in accordance with the school's conditions.

According to statistics as of March 13, 2025, 223/273 secondary schools have implemented review classes for the 10th grade entrance exam, 9 high schools have implemented review classes for the high school graduation exam, the remaining schools have developed plans and are expected to implement them in April 2025 or May 2025.

According to reports from educational institutions, the number of centers and individual businesses registering to provide extra teaching has increased compared to before Circular 29 took effect. Currently, the province has about 325 facilities and businesses registered to provide extra teaching and learning activities outside of schools.

The management of teachers teaching extracurricular activities outside of school has been well implemented by educational institutions, and no violations have been detected so far. According to reports from educational institutions, as of March 13, 2025, 246 high school teachers had reported to their heads of units about participating in extracurricular activities outside of school. The Department of Education and Training has issued a document requesting educational institutions to continue reviewing and making a list to send to the Department of Education and Training.

The Department of Education and Training Inspectorate has inspected extra teaching and learning activities in the management area through the integration with specialized inspections at high schools and vocational education and training centers in Thai Binh city from February 25, 2025 to March 7, 2025 and is expected to conduct specialized inspections of the Department of Education and Training of Thai Binh city from March 24-28, 2025.

The units have coordinated with local authorities and people to monitor extra teaching and learning in the area. At the time of inspection, no violations regarding extra teaching and learning were detected.

In the coming time, the Department of Education and Training of Thai Binh will continue to advise the People's Council and the Provincial People's Committee to issue Resolutions and Decisions to properly implement the contents of Circular 29. Advise on additional funding for 2025 and increase the budget allocation for educational institutions in the following years. Issue guidelines on extra teaching and learning after the Provincial People's Committee issues Regulations on extra teaching and learning.

Strengthen measures to improve the quality of formal teaching. Pay attention to guiding students in learning methods and self-study. Direct teachers to assign, urge and check students in performing homework tasks to ensure scientific and appropriate learning.

Encourage and motivate teachers to teach voluntary exam preparation when students wish. Timely discover, commend, reward, and promote examples of groups and individuals who are dedicated, enthusiastic, and wholeheartedly devoted to students.

Regularly coordinate to monitor, inspect, supervise and handle violations of regulations on extra teaching and learning according to authority or propose competent authorities to handle violations.

With the solutions implemented in terms of propaganda, organizing teachers to sign commitments, organizing class observation to evaluate professional quality, organizing surprise inspections of teachers' extra teaching at home and some locations... In fact, after one month of implementation, there have been changes in the awareness and actions of teachers, students, and parents.

Specifically, up to now, 100% of grade 9 students have participated in the review course completely free of charge. Teachers are enthusiastic and volunteer to participate in reviewing courses for students, as this has been identified in the school year's tasks. "Teachers remain dedicated. The review course for grade 9 is going smoothly and according to plan," Ms. Nguyen Thi Thanh Ha shared, at the same time, she said that in the coming time, the school will better implement Circular 29, ensuring no violations.

As a rural area, the need for extra study and teaching is not too great. According to Mr. Tran Duc Cuong, Head of the Department of Education and Training of Dong Hung district, Thai Binh province, Circular 29 has been put into practice in Dong Hung district, initially achieving the desired results.

Mr. Tran Duc Cuong said: Dong Hung district currently has 55 teachers registered to do business outside of school, but so far no teachers have organized extra classes because they are waiting for the province's regulations. There are some teachers who organize extra classes organized by parents in small groups. For these cases, the locality has promptly grasped, thoroughly grasped and resolved.

In addition, implementing Circular 29, teachers also improved the quality of morning classes and paid attention to checking and guiding students to study at home. "100% of teachers at Dong Thuy Anh High School agreed to implement Circular 29 well," said Mr. Truong Kim Hien.

Speaking at the meeting, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the consensus and determination of the Thai Binh Education sector in implementing Circular 29.

Emphasizing the viewpoint of "not banning extra teaching and learning in accordance with regulations and effectively, but resolutely banning widespread extra teaching and learning", the Deputy Minister analyzed the consequences of widespread extra teaching and learning on students and teachers and the need for schools and teachers to fulfill their responsibilities.

Have teachers advised that children do not need to study, they just need to study on their own? It seems that there are still places that have not done so, have not fulfilled their responsibilities, so the situation of extra teaching and learning continues to be rampant,” the Deputy Minister shared.

Affirming the spirit of Circular 29 is to aim for good things for education and students, the Deputy Minister said that implementing Circular 29 well will return good values ​​to education, from management to teaching and learning; bring great benefits to teachers and students; the regulations of the Circular will protect the dignity of the teaching profession and protect genuine teachers.

“The viewpoint of the Ministry of Education and Training is to move towards schools without extra teaching and learning. Students who need extra training, support, and review as stipulated in Circular 29 must also be seriously reviewed. For a long time, extra teaching and learning have been considered a daily task. Children go to school all day to learn knowledge, for 12 years, even when entering university, they still depend on teachers but lack the spirit of self-awareness, self-control, self-study, lack of time for physical training, skills…”, noting this, the Deputy Minister also shared with teachers: “The happiness of teachers is as soon as possible so that students do not depend on them”.

To effectively implement Circular 29, the Deputy Minister noted the need for unity, determination, and high consensus in implementation. In particular, education management levels need to fully understand the regulations and spirit of the Circular, see the immediate and long-term consequences of widespread extra teaching and learning to act resolutely, without tolerance or compromise. In addition, there needs to be close and effective coordination between departments, branches, and localities in implementing the regulations of the Circular.

Mentioning synchronous solutions to manage extra teaching and learning such as propaganda solutions, professional solutions, inspection and examination solutions, improving the relationship between schools, families and society... The Deputy Minister suggested that the Department of Education and Training of Thai Binh province soon advise the Provincial People's Committee to issue regulations on extra teaching and learning in the province; implement Circular 29 in a unified, synchronous, responsible and effective manner; absolutely not loosening responsibility towards students, creating the most favorable conditions for students and ensuring the quality of education.
