On the afternoon of February 2, the Government's Steering Committee for Administrative Reform (SCAR) held its 7th meeting to evaluate the results of PAR work in 2023 and deploy directions and tasks for 2024. The meeting was connected online to 63 provinces and cities nationwide.

In 2023, with high determination, great efforts, drastic, effective and efficient actions of the Steering Committee and its members, administrative reform work has had many positive changes in all areas.
During the year, the Government held 10 thematic meetings on law-making. Ministries and sectors consulted and submitted to the Government 92 decrees and issued 372 circulars under their authority. Localities issued more than 3,400 provincial-level legal documents and more than 2,000 district-level legal documents. Regarding administrative procedure reform, ministries and sectors reduced and simplified 628 business regulations in 53 legal documents.
As of December 31, 2023, 22/22 ministries, branches and 63/63 localities have announced internal administrative procedures. 49/63 localities have issued policies to reduce fees and charges and 13/63 localities have issued policies to reduce time to encourage people to use online public services. The rate of online records of ministries and branches reached more than 30%, an increase of 1.4 times; that of localities reached more than 37%, an increase of 3.7 times compared to 2022.
At the meeting, delegates discussed and clarified the advantages, difficulties and challenges in administrative reform; analyzed in depth, evaluated, shared experiences and pointed out new and urgent contents that ministries, branches and localities must implement in the coming time; at the same time, proposed many necessary solutions to promote administrative reform in 2024 and the following years.
Concluding the meeting, Prime Minister Pham Minh Chinh requested that in 2024, ministries, branches and localities need to be highly determined, make great efforts, and promote a sense of responsibility in leadership and direction to better implement administrative reform work.
Issue and effectively implement the 2024 administrative reform plan; proactively issue, within authority, and effectively implement incentive and reward mechanisms and policies for officials and civil servants with many ideas and initiatives on administrative reform.
Prioritize resources for the work of building and promulgating legal institutions; proactively research, review, recommend, and abolish unnecessary, unfeasible, unclear, difficult to determine, and impractical business conditions.
Accelerate the development of job position projects, ensuring completion before March 31, 2024; strengthen solutions to improve discipline and public service administrative discipline, serving people and businesses well; actively improve public administrative service centers at district and commune levels, ensuring good implementation of the one-stop and one-stop mechanism; focus on developing digital infrastructure...
