Congratulating the Ambassadors and Heads of Representative Agencies who have been "chosen" to carry out the task, Prime Minister Pham Minh Chinh said that this is a great honor and also a glorious task that the Party, State and people trust and entrust; he believes that professional, experienced, and proficient diplomats who have made many contributions to the sector and have advised the Party and State leaders on many important foreign affairs issues will fulfill their responsibilities well.

Highlighting the position, role and great achievements of foreign affairs and diplomacy, Prime Minister Pham Minh Chinh emphasized that successful foreign affairs contribute to promoting and making domestic affairs stable and developed. Therefore, in diplomacy, we must adhere to the policy, but be very flexible; we must always demonstrate Vietnamese culture, be truly sincere, open-minded, respectful, in the spirit of harmonious interests. Whether the diplomatic relations between the two sides are good or not depends on the important role of the Ambassador.

Informing the Ambassadors and Heads of Vietnamese Representatives abroad about the achievements of 40 years of renovation, Vietnam has formed a path to socialism, with three main pillars: building socialist democracy; building a socialist rule-of-law state; building a socialist-oriented market economy; throughout this process, people are the center, the subject, and at the same time the goal and the driving force for development; not sacrificing progress and social and environmental justice to pursue mere economic growth.

“These viewpoints are based on Marxism-Leninism and Ho Chi Minh Thought, which are the crystallization of the Vietnamese people's culture for more than 4,000 years, and are creatively applied in Vietnam's conditions and in the international context,” the Prime Minister affirmed.
