According to the program, at the meeting, the Government discussed and assessed the socio-economic situation in November and 11 months, tasks and solutions for socio-economic development in December and the whole year of 2024; the situation of allocation and disbursement of public investment capital; the situation of implementation of 3 National Target Programs; reviewed the draft Resolution of the Government on the main tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2025; the draft Resolution of the Government on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2025; the direction and administration of the Government, the Prime Minister and many other important issues...

Speaking at the meeting, Prime Minister Pham Minh Chinh Emphasize and focus on the socio-economic situation in November and the past 11 months, key tasks and solutions in December, especially promoting growth, striving to achieve targets, maintaining momentum, maintaining rhythm, ensuring GDP in the fourth quarter of 2024 increases by 7.5% so that the whole year of 2024 reaches a growth rate of over 7%; assess the international and regional situation, in which the US election issue, escalating conflicts in regions, political fluctuations in some countries - these issues are affecting world economic activities. According to the assessment, the economy is recovering slowly and unsteadily; the USD is depreciating, dragging down a number of other currencies; natural disasters and climate change are evolving complicatedly...

In that context, domestically, in November, the Government did a lot of work such as focusing on developing a plan to reorganize the apparatus; focusing on the 8th session of the National Assembly with a lot of work and many issues to present to the National Assembly. The Prime Minister thanked the National Assembly for truly accompanying the Government during the 8th session, because the Government submitted many Laws and there were difficult Laws, striving to pass many Laws in 1 session to ensure quality and progress; continuing to implement the direction of the Central Steering Committee on reorganizing the apparatus.

The Prime Minister appreciated that the ministries and branches have made every effort to complete the assigned work with high quality, promptly handled issues related to socio-economic development; redefined the issue of prioritizing higher growth, striving to achieve GDP growth of over 7% in 2024, completing all 15/15 set targets. This is a great effort of the entire political system under the leadership of the Party, headed by General Secretary Nguyen Phu Trong and General Secretary To Lam.

The Prime Minister asked the delegates to further assess whether the socio-economic situation has recovered firmly? In which areas has it recovered? Have priority issues for growth been focused on? What results have been achieved in issues related to social security, major projects, and new projects? What are the bright spots in November and the past 11 months of our country's socio-economic development? What are the limitations, shortcomings, difficulties, and challenges?

In particular, the Prime Minister requested an assessment of whether the leadership and management work is appropriate, effective, and reasonable. From there, what lessons can be drawn from the leadership and direction of the Government, especially how to handle arising, difficult, and sensitive issues? This is also a valuable lesson to continue leading the country in the future.

Regarding the forecast for December and work from now until the end of the year, the Prime Minister emphasized that ministries and branches need to prepare in early 2025 to focus on accelerating, breaking through, and successfully reaching the finish line of 2024, contributing to the overall achievements of the 5-year socio-economic development plan; focus on organizing and arranging a streamlined and effective apparatus, operating effectively and efficiently, associated with restructuring the team of cadres, civil servants, and public employees, improving the quality of operations; focus on summarizing 2024 and developing a plan for 2025.

That context requires us to be highly determined, make great efforts, act decisively, complete each task, have a focus, with the spirit of daring to think, daring to do, daring to make breakthroughs for the common good. The Prime Minister clearly stated that the arrangement of the apparatus organization is very sensitive, will affect interests and people, therefore we must lead, direct, and do ideological work for ourselves, our own agencies and units, contributing to creating unity in the entire political system in carrying out this work; ensuring the unified direction of the Party.

The Prime Minister stated that the Party has directed, the Government has agreed, the National Assembly has agreed, and the people have supported, so we "only discuss doing, not retreating". The Prime Minister emphasized that the work from now until the end of the year is very much and difficult, sensitive, requiring the efforts of Government members, heads of agencies, and the entire Government system, integrating the leadership and direction of the Party under the leadership of General Secretary To Lam.

The Prime Minister asked the delegates to focus their intelligence, research, and express their opinions directly to the point; prepare an outline for the summary work... so that this Government meeting will have the best results. According to the Prime Minister, the important issue is that after this meeting, it is necessary to organize and implement to achieve victory in 2024, create momentum, create position, create force, maintain a higher growth rate to promote socio-economic development in 2025 with a target higher than the target assigned by the Central Executive Committee and the National Assembly, strive for GDP growth of 8% or more, create force, create position for the 2026-2030 period to achieve double-digit growth, thereby achieving the goals of the 100th anniversary of the country's founding. Therefore, Government members need to have thoughts, initiatives, and breakthroughs to perform well the assigned tasks.
