Bright spot on poverty reduction

According to Mr. Le Hong Ngoc - Vice Chairman of the Vietnam Fatherland Front Committee of Ba Ria - Vung Tau province, with the joint efforts of the entire political system to synchronously implement many programs and solutions, Ba Ria - Vung Tau has become a bright spot in the country in poverty reduction. People do not wait or rely on help, but have taken advantage of the support to strive to escape poverty sustainably.

Ba Ria - Vung Tau province has developed outstanding support policies, focusing on creating livelihoods for poor and near-poor households to have the conditions to escape poverty and gradually build a prosperous and stable life, avoiding falling back into poverty.

In the period of 2022 - 2025, Ba Ria - Vung Tau has raised the poverty line according to the province's income criteria to 1.3 times higher than the new poverty line according to the income criteria prescribed by the Government. The province allocates reasonable and key resources to implement policies for near-poor households according to national standards and poor households according to provincial standards.

According to the Department of Labor, War Invalids and Social Affairs, in 2024, the total capital for implementing the National Target Program on Sustainable Poverty Reduction in Ba Ria - Vung Tau was more than 165 billion VND. Of which, the central capital was 40.8 billion VND, the local capital was more than 111 billion VND, and the mobilized capital was more than 13 billion VND.

By the end of September 2024, localities had approved loans for 122 poor households and households that had just escaped poverty with an amount of more than 5.9 billion VND; issued 16,382 health insurance cards for the poor and households that had just escaped poverty with an amount of nearly 4 billion VND; supported electricity bills for 1,138 poor households with an amount of 335 million VND...

It is expected that by the end of 2024, the poverty rate according to the province's standards will decrease to 0.26%.

Coordinate implementation of poverty reduction policies

In early November, the Department of Labor, War Invalids and Social Affairs announced the results of the inspection of the implementation of poverty reduction policies in 2024 in districts, towns and cities in Ba Ria - Vung Tau province.

In order to rectify and overcome shortcomings and limitations, and improve the effectiveness of poverty reduction policies in the coming time, the Provincial People's Committee requests the Department of Labor, War Invalids and Social Affairs to preside over and continue to coordinate with relevant departments and branches to deploy and guide poverty reduction policies in accordance with regulations; Monitor the implementation of support solutions for poor households in localities; Monitor, synthesize and report on overcoming shortcomings and limitations in implementing poverty reduction policies of units; Synthesize the results of reviewing poor and near-poor households in 2024 in the province in accordance with regulations.

The Department of Information and Communications continues to direct the province's press and radio agencies to strengthen communication work on the Party and State's guidelines and policies on poverty reduction, effective poverty reduction models, and examples of people rising out of poverty and becoming rich legitimately.

The Department of Agriculture and Rural Development urgently provides timely support for seedlings and seeds for poor households participating in the model to support agricultural production development.

People's Committees of districts, towns and cities shall strengthen the inspection and supervision of the implementation of poverty reduction policies and the process of reviewing poor households in communes, wards and towns in districts, towns and cities; closely and synchronously coordinate with local associations and organizations in implementing poverty reduction policies, ensuring that there is no overlap or duplication of beneficiaries.

Along with that, continue to review the loan needs of poor households and households escaping poverty to provide timely loans; propose to increase the maximum loan amount for households doing business effectively; Analyze the causes of poverty, indicators of shortage of basic social services, mobilize benefactors to support in accordance with the conditions of each poor and near-poor household to provide timely support to escape poverty in 2024.

At the same time, actively promote coordination and collaboration in implementing policies and projects under the Sustainable Poverty Reduction Program at the district level; Pay attention to the PAPI index in the field of poverty reduction (publicly posting the list of poor households).

Strengthen communication and propaganda on poverty reduction policies, the annual review of poor households, near-poor households, and households escaping poverty to people in villages, hamlets, neighborhoods, and residential areas in the area; regularly organize information gathering and dialogue to listen to people's thoughts and aspirations and promptly resolve people's reflections and recommendations.
