(NLDO) - Help the victims in the Van Thinh Phat case feel secure in their compensation settlement, feel secure in "sitting at home" and waiting for their turn to be resolved
This is the request of Ho Chi Minh City Party Secretary Nguyen Van Nen at the working session between the Party Committee of the Ministry of Justice and the Standing Committee of the Ho Chi Minh City Party Committee on the afternoon of December 11. The working session aims to improve the effectiveness of coordination in leadership and direction of judicial work and civil judgment enforcement in Ho Chi Minh City.
Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen highly agreed with the viewpoint of the Ministry of Justice. That is, there must be an inter-sectoral Steering Committee to organize the enforcement and recovery of lost and misappropriated assets in the Van Thinh Phat case. Accordingly, this Steering Committee will mobilize forces to participate in the enforcement of the Van Thinh Phat case in the coming time.

The Secretary of the Ho Chi Minh City Party Committee emphasized the need for adequate resources. At the same time, there must be a specific plan so that the more than 43,000 victims in this case can feel secure and have their case resolved.
Mr. Nguyen Van Nen requested that during the compensation process, technology should be applied to communicate with the victims. Thereby, helping the victims feel secure in their compensation settlement. He emphasized that it is necessary to help the victims feel secure in "sitting at home" and waiting for their turn to be settled.
The Secretary of the Ho Chi Minh City Party Committee expressed his belief that the Ministry of Justice and Ho Chi Minh City will coordinate well and successfully complete the execution of the Van Thinh Phat case and other tasks.
Previously, at the meeting, Deputy Minister of Justice Mai Luong Khoi reported on the preparation and forecast of challenges in the execution of the Van Thinh Phat case. Mr. Mai Luong Khoi assessed that this was the largest execution in the history of execution.
Specifically, in phase 1 of the case, the Ho Chi Minh City Enforcement Agency must execute a total amount of more than VND 22,000 billion, more than 1,000 real estates, more than 1 billion shares and frozen accounts.
For phase 2, the HCM City Judgment Enforcement Agency is obliged to enforce more than 31,000 billion VND; compensate more than 43,000 people.
"The total amount of money and assets that the Ho Chi Minh City Enforcement Agency must execute related to the Van Thinh Phat case is over VND50,000 billion. This amount is equal to 1/3 of the total amount that the Enforcement Agency must execute in 2024. The amount of work and value of assets to be executed in the coming time is enormous. This is a huge challenge!" - Deputy Minister of Justice stated.
Regarding difficulties, the Deputy Minister of Justice said that the volume of real estate that needs to be handled is particularly large; located in most districts of Ho Chi Minh City. For example, in District 1 there are 144 properties, District 3 has 291 properties, Nha Be district has 518 properties...
The types of real estate are very diverse and complex (apartment buildings, more than 5 large office buildings; agricultural land, individual residential land, etc.). There are many assets not directly under Ms. Truong My Lan's name, not under Van Thinh Phat's name but under the name of someone else.
The Deputy Minister of Justice requested the Ho Chi Minh City Party Committee and People's Committee to pay special attention to promptly directing the organization of the execution of this judgment; promptly handle and direct the removal of arising problems under the city's authority, especially problems related to property law.
