Merging Quang Nam and Da Nang, a historic opportunity for the land of Quang Nam

(NLDO) - General Secretary To Lam oriented the construction of new Da Nang - Quang Nam to ensure it becomes a growth pole of Vietnam.

On the afternoon of March 29, in Da Nang City, General Secretary To Lam chaired a working session with the Standing Committee of the Da Nang City Party Committee and the Standing Committee of the Quang Nam Provincial Party Committee.

At the meeting, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the city has reported on the plan to reorganize the administrative units of wards and communes, without organizing district-level governments. It is expected that there will be 12 wards and communes and 1 special zone (Hoang Sa), reducing 75% of the focal points.

General Secretary To Lam and the Central delegation worked with the Standing Committee of the Da Nang City Party Committee and the Standing Committee of the Quang Nam Provincial Party Committee.

The Secretary of Da Nang City proposed that the Politburo allow Da Nang City (after merging with Quang Nam province to form a new administrative unit) to continue to inherit the entire development orientation according to Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo, Resolution No. 136/202 of the National Assembly on special mechanisms and policies for the city's development.

Approved plans between the two localities continue to be implemented and adjusted to suit the new orientation and scale.

In addition, the Secretary of the Da Nang City Party Committee proposed a number of mechanisms and policies related to the construction of an international and regional financial center in Vietnam; allowing the city to establish, appraise and approve detailed planning for the sea encroachment project in Da Nang Bay to form a new urban area...

On the side of Quang Nam province, Mr. Luong Nguyen Minh Triet, Secretary of the Provincial Party Committee, proposed that the Central Government unify the policy to allow investment in a new smart, modern urban area with a total area of ​​about 15,000 hectares, located in the eastern area of ​​Duy Xuyen district and Thang Binh district, which is a key urban area of ​​the region. This urban area is located between Da Nang city and Tam Ky city of Quang Nam province at present.

Mr. Luong Nguyen Minh Triet also proposed to unify the investment policy of the urban railway line from Da Nang City to Hoi An City, Thang Binh, Tam Ky, Chu Lai to create conditions for connecting and developing the southern region of Quang Nam province...

After listening to the report, General Secretary To Lam pointed out some shortcomings and limitations of the two localities. In particular, the General Secretary said that the advantages of one locality will support the other. Therefore, the research and implementation of new models, including the adjustment of administrative units, has become an urgent requirement to expand growth space and restructure development space.

In particular, it is necessary to position itself not only as the economic and social center of the Central region but also to demonstrate a pioneering role in the process of modern development. Promote economic restructuring towards improving labor productivity, maximizing potential advantages, building an international financial center, a free trade zone, a modern urban area, and a high-quality resort tourism center.

New development spaces must define their own roles and strategic advantages such as Chu Lai industrial and logistics development poles, Hoi An Cultural Tourism Center, My Son, high-tech agricultural zones, etc. "There must be overall planning and balanced development. There cannot be a situation where we focus too much on Da Nang, while forgetting the valuable potential of Quang Nam" - the General Secretary stated.

"The merger of the two localities is a historic opportunity for Quang Nam and Da Nang to work together to build a leading economic, cultural and innovation center in the region, carrying national strength in the new era. We need to promote the strengths of both sides, plan and develop together with a new vision, so that the land of Quang - Da can truly reach out to the ocean" - the General Secretary emphasized.

The General Secretary affirmed that after the merger, the new city will continue to inherit the development orientations, mechanisms and specific policies of Da Nang and requested that the Central agencies, the National Assembly and the Government provide support to create development momentum not only for the new Da Nang - Quang Nam, but also for the entire Central region and the country.
