Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc has just signed and issued Official Dispatch No. 315/UBND-KTDT to provincial departments, branches, sectors, mass organizations and People's Committees of districts, towns and cities on reviewing responsibilities in implementing the public investment plan for 2024 and the period 2021-2025.

Accordingly, implementing the direction of the Prime Minister in Official Dispatch No. 1690/VPCP-KTTH dated March 2, 2025 of the Government Office on responsibilities in implementing the public investment plan for 2024 and the period 2021-2025, the Chairman of the People's Committee of An Giang province has the following direction:

Regarding the results of implementing the 2024 public investment plan: The Provincial People's Committee criticized and requested the Department of Planning and Investment (now the Department of Finance), relevant departments, branches, localities and investors to seriously organize reviews, clarify the responsibilities of relevant organizations and individuals and propose strict handling according to regulations for not completing the task of disbursing the 2024 public investment plan according to the direction of the Government and the Provincial People's Committee (95% of the capital plan).

Assign the Department of Finance to advise the Provincial People's Committee to report to the Government according to the direction in Official Dispatch No. 1690/VPCP-KTTH of the Government Office.

Regarding the allocation and implementation of the 2025 public investment plan, the An Giang Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to advise the Provincial People's Committee on drastic and concentrated solutions, strictly implementing the directions of the Government, the Provincial Party Committee, and the Provincial People's Committee on promoting the disbursement of public investment capital in 2025, ensuring the completion of the goals of the 2025 public investment plan.

At the same time, the Department of Finance shall preside over and coordinate with relevant units to urgently review and advise the Provincial People's Committee to complete the allocation of the 2025 public investment plan before March 15, 2025; be responsible to the Chairman of the Provincial People's Committee if the Central Government withdraws capital.

According to data from the An Giang Provincial People's Committee, the disbursement value of the province's capital plans in 2024 is estimated at 96.43% (8,355/8,664 billion VND). However, if including the additional capital assigned by the Prime Minister of VND 1,000 billion in early April 2024 and VND 165 billion to increase the provincial budget capital, the disbursement rate is estimated at 85% (8,355/9,829 billion VND), not meeting the Government's requirement of over 95%.
