Agribank is ready!
Starting from July 1, 2024, money transfer transactions over 10 million VND/transaction or total transaction value over 20 million VND/day will have to be authenticated by face. This is a regulation in Decision 2345/QD-NHNN to minimize fraud risks, ensure security and safety in online payments and bank cards. At this point, the basic technical steps are completed, Agribank is ready to serve customers. Ensuring safety for payment transactions To solve the problem of fraud and property appropriation in cyberspace, on December 18, 2023, the State Bank of Vietnam issued Decision 2345/QD-NHΝΝ on implementing safety and security solutions in online payments and bank card payments.
Accordingly, credit institutions (CIs), foreign bank branches and payment intermediary service providers need to complete the solution and deploy it before July 1, 2024 to comply with authentication according to the corresponding transaction classification. For individual customers, large-value transactions and interbank transactions abroad all require authentication with secured biometric signs. Specifically, a domestic bank transfer transaction, deposit into an e-wallet of over VND 10 million or a total value of money transfer and payment transactions in a day exceeding VND 20 million must be authenticated by biometrics. After more than half a year of implementing the technical steps for Decision 2345/QD-NHΝΝ, banks, including Agribank, are actively coordinating with the Ministry of Public Security to pilot the integration of customer authentication and identification solutions via chip-embedded citizen identification cards (CCCD) in a number of banking operations, especially electronic identification and authentication and opening payment accounts using the eKYC method. At this point, Agirbank is ready to serve customers. Providing maximum convenience for users Starting from the clear awareness that digital transformation is a key task, every year, Agribank allocates a large budget to invest in building and applying information technology systems, ensuring operations for nearly 254,000 online transactions/day, accounting for 91.97% of total transactions. Currently, Agribank is one of the banks with the largest number of online transactions in the system with over 45 million transactions in 2023, with a total transaction value of 60,000 billion VND. Active digital transformation has facilitated Agribank to quickly deploy full solutions to ensure safety and information security in online payments and bank card payments for customers; with a series of solutions such as SMS OTP; Soft OTP; Token OTP, facial biometrics. In addition, account registration requirements on Agribank's devices and systems are required to perform eKYC and step 2 authentication - KYC directly at the counter to perform large-value transactions; during the eKYC and KYC process, customers must provide complete identification documents according to the provisions of law; must have the correct username and password when logging in to use Agribank's systems. Deploying customer registration, updating and identification using biometric information (face, fingerprint) for customers at Agribank Digital. In addition, for card payment transaction authentication, Agribank has set daily transaction limits; set limits to allow/disallow online payments; deployed 3D Secure measures to enhance security. Along with that, Agribank has deployed the TWFA (Tranzware Fraud Analyzer) system to warn and handle warnings of transactions with signs of risk, fraud or abnormality, such as: multiple card transactions in a short period of time, card transactions at many different locations in the same period of time... Thereby, proactively preventing or warning cardholders to limit risks and losses for both customers and Agribank. At the same time, deploy a program to inspect and monitor the activities of card payment acceptance units with unusual signs throughout the system such as: transaction amount, unusually large transaction turnover compared to the type of business, in order to promptly detect and submit to competent authorities for handling forms. Deploy many technical solutions Along with available solutions, when implementing Decision 2345/QD-NHNN, Agribank continues to collect biometric data and integrated data in chip-embedded citizen identification cards for customers; build a cleaned biometric database (comparing collected biometric data with the national population database managed by the Ministry of Public Security). In parallel with reviewing existing customer data, updating and cleaning customer data to prevent fraud risks. In particular, deploying the Centralized Limit Management Module and allowing transaction channels to look up the total limit status for customers' payment accounts and other information according to Decision 2345. In June 2024, the entire authentication system connected online with the Ministry of Public Security was also put into operation by Agribank; authentication applications have also been completed to be ready to apply the new regulations from July 2024. At the Conference "Implementing Decision 2345/QD-NHNN" organized by the Banking Association in mid-June, Deputy Governor of the State Bank of Vietnam Pham Tien Dung praised Agribank and a number of other credit institutions for immediately and resolutely implementing Decision 2345/QD-NHNN, with a large number of customers registering for biometric identification, helping to reduce overload and service interruption for customers after Decision 2345 was put into effect. In particular, Agribank has early awareness of protecting customers through propaganda, to raise people's awareness of cyber security risks and fraudulent activities in cyberspace...
