According to Dan Tri reporter's investigation, after the case of Vice Chairman of the Provincial People's Committee Tran Anh Thu, Director of the Department of Natural Resources and Environment Nguyen Viet Tri,... were arrested to investigate the crime of Receiving bribes, due to their involvement in the illegal sand mining ring, on August 25, Chairman of the An Giang Provincial People's Committee Nguyen Thanh Binh signed a directive document related to the State management of minerals and construction materials in this province.
The document stated that recently, the Provincial People's Committee has issued many documents (from 2019 to before August 25, 2023, there were at least 4 decisions, 2 directives, 2 plans, 22 official dispatches) directing the strengthening of this work, but there are still a number of organizations and individuals who have violated mineral activities.

At that time, Mr. Nguyen Thanh Binh requested the Department of Natural Resources and Environment to urgently inspect and review the granted mineral exploration and exploitation licenses and decisions and documents allowing mineral recovery to ensure compliance with legal regulations; propose to stop mineral exploitation in areas that do not meet the conditions.
The document, signed by Chairman of An Giang Provincial People's Committee Nguyen Thanh Binh, requested a review of mineral exploitation facilities whose mining licenses have expired, environmental rehabilitation and restoration, mine closure, and handover of land to local authorities for management and use.
The Provincial Chairman assigned the Provincial Police to set up checkpoints to control construction materials transported through the province (from An Giang province to other localities, or from other localities transported into An Giang province).

The Provincial Tax Department checks and compares declared mineral output, payment of mineral exploitation rights fees, and payment of taxes and fees of units licensed to exploit minerals to ensure correct and full collection according to regulations.
The document signed by Mr. Binh directed the People's Committees of districts, towns and cities to closely coordinate with departments and branches in managing, inspecting and handling violations in mineral activities, in order to prevent illegal mineral exploitation in border areas, especially river sand minerals.
"Resolutely handle the responsibility of leaders, especially at the commune level, when illegal and unlicensed mineral exploitation activities continue to occur in the management area," the content of the document dated August 25 clearly stated.
Four months after the above document, on the afternoon of December 25, the Investigation Police Agency of the Ministry of Public Security prosecuted and temporarily detained Mr. Nguyen Thanh Binh, Chairman of the People's Committee of An Giang province, for the crime of Abusing position and power while performing official duties, related to the case of Violating regulations on research, exploration and exploitation of natural resources; Giving bribes; Receiving bribes; Abusing position and power while performing official duties, occurring at Trung Hau Investment Joint Stock Company - Tong 68, Department of Natural Resources and Environment of An Giang province and related units.
Mr. Binh was determined to have taken advantage of his position and authority to intervene and direct Trung Hau - Tong 68 Investment Joint Stock Company to be licensed to explore, exploit, adjust reserves, capacity and exploit in violation of the law at the sand mines in My Hiep and Binh Phuoc Xuan communes (Cho Moi district, An Giang province); illegally profited an exceptionally large amount of money, causing damage to state assets.
